Explanation

BACKGROUND: This legislation authorizes the Director of Finance and Management, on behalf of the Facilities Management Division, to enter into a contract with Hydro Mechanical of Ohio, LLC. for the Jerry Hammond Lift Station Replacement Project.

 

The scope of this project includes the removal and replacement of the complete Lift Station at the Jerry Hammond Building, located at 1111 East Broad Street, and other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, and City of Columbus Construction and Material Specifications as set forth in the Invitation for Bid (IFB).

CONSTRUCTION CONTRACT AWARD:  The project was let by the Facilities Management Division via Vendor Services and Bid Express from July 17, 2025 to August 12, 2025 for the Jerry Hammond lift station project in accordance with the relevant provisions of Chapter 329 of City Code, RFQ030810. One bid was received on August 12, 2025 by Hydro Mechanical of Ohio, LLC. The Division of Facilities Management recommended the contract be awarded to the most responsive, responsible bidder, Hydro Mechanical of Ohio, LLC. in the amount of $140,600.00.

Emergency action: Emergency action is requested to ensure that the replacement of the lift station faces no further delays and to prevent further environmental and structural damage. 

Fiscal Impact: An amendment to the 2025 Capital Improvement Budget and a transfer of cash within the Construction Management Capital Fund will be necessary for the Jerry Hammond lift station project located at 1111 East Broad Street.

($140,600.00)

Body

WHEREAS, it is necessary to authorize the Department of Finance and Management to enter into a contract on behalf of the Facilities Management Division with Hydro Mechanical of Ohio, LLC. for the Jerry Hammond Lift Station Project, located at 1111 East Broad Street; and

WHEREAS, one bid for the Jerry Hammond Lift Station Project was received and opened in the office of the Director of Finance and Management on August 12, 2025; and

WHEREAS, the most responsive, responsible bidder was from Hydro Mechanical of Ohio, LLC. in the amount of $140,600.00; and

WHEREAS, it is necessary to authorize a transfer and expenditure of funds within the Construction Management Capital Improvement Fund; and

WHEREAS, it is necessary to authorize an amendment to the 2025 Capital Improvement Budget; and

WHEREAS, an emergency exists in the usual and daily operation of the Department of Finance and Management, Facilities Management Division, in that it is immediately necessary to authorize the Director of Finance and Management to enter into contract with Hydro Mechanical of Ohio, LLC. for the Jerry Hammond Lift Station Project to ensure that the replacement of the lift station faces no further delays and to prevent further environmental and structural damage, all for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Finance and Management, on behalf of the Facilities Management Division, is authorized to enter into a contract with Hydro Mechanical of Ohio, LLC. for the Jerry Hammond Lift Station Project, in an amount up to $140,600.00.

SECTION 2. That the transfer of $140,600.00 or so much thereof as may be necessary in regard to the actions authorized in SECTION 1, is hereby authorized in Fund 7733 - Construction Management Capital Improvement Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.

SECTION 3.  That the expenditure of $140,600.00, or so much thereof as may be necessary in regard to the actions authorized in SECTION 1, is hereby authorized in Fund 7733 - Construction Management Capital Improvement Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the 2025 Capital Improvement Budget is hereby amended per the accounting codes in the attachment to this ordinance.

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 6.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

SECTION 7.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 9. That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
