Explanation

 

This ordinance authorizes the Director of the Department of Public Service to enter into a grant agreement with Elevate Northland, a non-profit corporation. Recognizing the increase in litter and debris throughout the City of Columbus neighborhoods, it is imperative that we engage Columbus youth as often as possible during our efforts to create a cleaner Columbus.  The focus of Cleaner Columbus is to engage youth groups, including sports teams, cheer squads, scout units, chess clubs, and service, academic, and civic organizations to collect litter and debris at various locations in the Hilltop, Linden, Near East Side, Far East Side, South Side, and Northland neighborhoods during the remainder of 2023 and throughout 2024. Participants will be required to be supervised by a parent or parent-approved adult. Groups will earn a minimum of $500 per area assigned by the City of Columbus up to three times this funding cycle. Elevate Northland will partner with Keep Columbus Beautiful and Cleaner Columbus to pay program groups.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

 

Emergency action is requested in order to avoid any delay in providing the resources necessary to create job opportunities for at-risk youth.

Body

 

WHEREAS, the City of Columbus continues to see litter and debris throughout neighborhoods that should not be present; and

 

WHEREAS, it is imperative that we engage Columbus youth as often as possible during our efforts to create a cleaner Columbus; and

 

WHEREAS, Elevate Northland strives to uplift people of diverse backgrounds and creates opportunities with the vision of a diverse, connected community; and

 

WHEREAS, the goal is to engage Columbus youth groups and provide opportunities to contribute to the city’s efforts to promote cleaner, healthier neighborhoods while also fostering awareness of the challenges associated with litter and debris throughout the Columbus community; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director to execute requisite grant agreements with and to make payment to Elevate Northland, a non-profit corporation, to provide funding as soon as reasonably practicable to prevent delays in the start of the program all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Public Service is hereby authorized to enter into a grant agreement with Elevate Northland in support of the Cleaner Columbus Youth Grant Program.                    

                    

SECTION 2. That the Auditor is hereby authorized and directed to appropriate $45,000.00 within the Job Growth subfund, fund 1000, subfund 100015, to the Department of Public Service in 05-Other, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure of $45,000.00 within the Job Growth subfund is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
