Explanation
BACKGROUND: This legislation seeks to authorize the Director of Finance and Management to enter into a contract with Safe Restraints, Inc. for the purchase of the WRAP Restraint System with Helmet for use by the Division of Police. The Wrap Restraint System provides a safer way to restrain combative individuals, which causes less injuries for both citizens and officers. This also has reduced the uses of force against handcuffed individuals.
An authorization of $79,606.00 is needed to appropriate the funds in the Police Continuing Professional Training Fund to cover the cost of this purchase.
Bid Information: The formal bid process was utilized in the process of obtaining pricing. Formal Bid RFQ031667 was opened on November 20, 2025. Safe Restraints, Inc. was the only bidder to provide an offer. The bid was submitted for $79,606.00. Division of Police Training personnel reviewed the bid and recommended Safe Restraints, Inc. be awarded the contract with the City of Columbus Division of Police as they were the only bidder.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested so that the Division of Police may immediately enter into a contract to obtain the restraint systems and to deploy them for use for the safety of personnel and public.

WHEREAS, the Division of Police wishes to enter into a contract for the purchase of the WRAP Restraint System with Helmet with Safe Restraints, Inc.; and
WHEREAS, Safe Restraints, Inc. was the only bidder to RFQ031667; and
WHEREAS, an appropriation is needed to cover costs associated with the Police Continuing Professional Training Fund; and
WHEREAS, sufficient funds are available in the Special Revenue Fund; and
WHEREAS, the expenditure of $79,606.00 will be funded through Special Revenue Fund, entitled the Police Continuing Professional Training Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into a contract with Safe Restraints Inc., for the purchase of the WRAP Restraint System with Helmet, to provides a safer way to restrain combative individuals, for the immediate preservation of the public peace, property, health, safety, and welfare; NOW THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to enter into a contract with Safe Restraints, Inc. for the purchase of the WRAP Restraint System with Helmet.
SECTION 2. That the funds of $79,606.00 are appropriated in the Police Continuing Professional Training Fund.
SECTION 3. That the expenditure of $79,606.00, or so much thereof as may be needed, is hereby authorized in the Special Revenue Fund, entitled the Police Continuing Professional Training Fund, in object class 02, General Supplies, per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
