Explanation

 

BACKGROUND:  This legislation authorizes the amendment of Ordinance No. 2177-2023, passed by Columbus City Council on July 31, 2023, to remove North Community Counseling Center Inc., to amend the overall amount of the ordinance from $4,396,924.32 to $4,271,924.32, to change the name of St Stephens Community House Limited Partnership to Saint Stephens Community Services Inc., and to declare an emergency. (-$125,000.00)

 

Ordinance No. 2177-2023, passed by Columbus City Council on July 31, 2023, authorized the Director of the Department of Development to execute grant agreements with numerous not-for-profit, social service agencies funded from federal Emergency Rental Assistance funds (ERA2) for the provision of assisting tenants with housing stability services through the funding of full time housing resource specialist positions for a period from August 1, 2023, to September 30, 2025. The ordinance included Exhibit A, a list of 27 agencies, with grant amounts totaling $4,396,924.32.

 

Due to North Community Counseling Centers Inc. (Vendor No. 031013) no longer wishing to participate, it is necessary to remove this agency from the ordinance, and to amend the amount of the ordinance from $4,396,924.32 to $4,271,924.32. Additionally, a correction must be made to Exhibit A to change St Stephens Community House Limited Partnership to Saint Stephens Community Services Inc. (Vendor No. 006082).

 

Emergency action is requested as eviction filings are rising and individuals and families need immediate intervention and supportive services to resolve their housing crisis.

 

 

FISCAL IMPACT: $125,000.00 will be removed from Ordinance No. 2177-2023

Body

 

WHEREAS, the Director of the Department of Development executed grant agreements with numerous not-for-profit, social service agencies funded from federal Emergency Rental Assistance funds (ERA2); and 

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development to address the rising number of eviction filings to assist individuals and families in a timely manner;

 

WHEREAS, the Director of the Department of Development requests that Ordinance No. 2177-2023 be amended to remove North Community Counseling Centers Inc, and to change the name of St Stephens Community House Limited Partnership to Saint Stephens Community Services Inc; and

 

WHEREAS, an emergency exists in the daily operation of the Department of Development in that it is immediately necessary to amend Ordinance 2177-2023, passed by Columbus City Council on July 31, 2023, to allow for immediate intervention and supportive services to help individuals and families to remain in their homes; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Ordinance No. 2177-2023, passed by Columbus City Council on July 31, 2023, be amended to remove North Community Counseling Centers Inc. from Exhibit A; to amend the overall ordinance amount to $4,271,924.32; and also to read as follows: St Stephens Community House Limited Partnership Saint Stephens Community Services Inc. (-$125,000.00)

 

SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes it.
