Explanation

 

Background: This ordinance authorizes the Director of Public Utilities to modify an existing contract with TLA Global Holdings Inc. DBA RCC Global, LLC (RCC) for managed and project services related to Oracle’s customer cloud service meter data management system (Oracle CCS) that supports the Department of Public Utilities’ (DPU) Enhanced Meter Project. The contract amount being authorized by this ordinance is $371,820.00.

 

In 2019, DPU initiated the Enhanced Meter Project (EMP) and awarded Sensus, a subsidiary of Xylem, a contract to install smart meters, implement the Sensus Regional Network Interface (RNI) head-end system to collect meter reads, and implement Oracle’s CCS meter data management system. RCC was the subcontractor that was responsible for implementing Oracle’s CCS. RCC is a partner with Oracle Utilities and Oracle Cloud, with specializations in multiple Oracle Cloud services.

 

The meter data management system is live in production and various system integrations are complete. Due to departmental resource constraints, DPU wished to continue receiving professional and managed service support from RCC for Oracle CCS and Ordinance 1212-2023 authorized DPU to waive competitive bidding and enter into a contract for these services. Additionally, Ordinance 0945-2024 authorized the Director of Public Utilities to modify past outstanding, present, and future contracts, and purchase orders with Red Clay Consulting Inc. and authorized the assignment of all past outstanding, present, and future business done by the City of Columbus from Red Clay Consulting Inc, vendor #033208 (FID on file) to TLA Global Holdings Inc. DBA RCC Global, LLC vendor #048789 (FID on file).

 

Under the proposed second contract modification, RCC will continue its focus on CCS production issue triage, submission of Oracle product service requests including their escalation, and providing manual regression analysis, along with manual and automated testing of CCS product releases prior to deployment to DPU’s Oracle hosted environments. These services are intended to avoid quality of service impacts to DPU customers that may arise during the mass meter deployment period. The term of this second modification will be from date of execution through June 30, 2026.

 

1.   Amount of additional funds: The total amount of additional funds needed for this contract modification #2 is $371,820.00. Total contract amount including this modification is $2,191,222.00.

2.   Reason additional funds were not foreseen: The need for additional funds was known, expected and budgeted for.

3.   Reason other procurement processes were not used: While other vendors provide support for Oracle CCS, because RCC provisioned, configured and implemented DPU’s meter data management system, they are the only vendor who can provide the necessary support for the system configurations and processes related to the City’s meter data management.

4.   How was cost determined: The cost is based upon estimated requirements for 2025 and a vendor quote for those requirements.

Body

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to modify an existing contract with TLA Global Holdings Inc. DBA RCC Global, LLC. for managed and project services in support of the Department’s Enhanced Meter Project; and

 

WHEREAS, Ordinance 1212-2023 authorized DPU to waive the provisions of competitive bidding and enter into a contract with RCC for these services because while other vendors provide support for Oracle CCS, RCC provisioned, configured and implemented DPU’s meter data management system, and are thus the only vendor who can provide the necessary support for the system configurations and processes related to the City’s meter data management; and

 

WHEREAS, it is necessary to authorize the expenditure of $371,820.00 from the Public Utilities Operating Fund, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director to enter into a modification agreement with TLA Gloabl Holdings Inc. DBA RCC Global, LLC for managed and project services in support of the Department’s Enhanced Meter Project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Public Utilities be and is hereby authorized to modify an existing contract with TLA Global Holdings Inc. DBA RCC Global, LLC. for managed and project services in support of the Department’s Enhanced Meter Project. The modification amount being authorized by this ordinance is $371,820.00.

 

SECTION 2.  That this modification No.2 is in accordance with the relevant provisions of City Code, Chapter 329, relating to contract modifications and renewals.

 

SECTION 3.  That this Council finds it in the City's best interest to waive the competitive bidding provisions of City Code, Chapter 329 for the contract with RCC Global, LLC.

 

SECTION 4.  That for the purpose stated in Section 1, the expenditure of $371,820.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from Public Utilities in object class 03 Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes in the attachments to this ordinance. 

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
