Explanation

 

Rezoning Application Z24-034

 

APPLICANT: OhioHealth Corp.; c/o Matthew E. Moberg, Atty.; Porter Wright; 41 South High Street, Suites 2800-3100; Columbus, OH 43215.

 

PROPOSED USE: Hospital campus.

 

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (5-0) on October 10, 2024.

 

CITY DEPARTMENTS' RECOMMENDATION:  Approval. The 45.48± acre site consists of part of one parcel and two other parcels developed with the Riverside Methodist Hospital campus in the C-3, Commercial District. The requested L-C-4, Limited Commercial District will allow for a hospital and those uses associated with a large medical campus. The limitation text includes appropriate use restrictions and supplemental development standards addressing building height and building and parking setbacks. Included in the commitments is a provision that limits building height to a maximum of 35 feet within a 55-foot setback from Thomas Lane. With the limitations on allowed uses and building height, the requested L-C-4 district is consistent with the existing development of the property, and with the Olentangy West Area Plan’s (2011) recommendation for “Institutional” land uses at this location

WHEREAS, application #Z24-034 is on file with the Department of Building and Zoning Services requesting rezoning of 45.48± acres from C-3, Commercial District, to L-C-4, Limited Commercial District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the proposed L-C-4, Limited Commercial District contains appropriate limitations on allowed uses and building height, resulting in a request that is consistent with both the area plan and the existing development of the property; now, therefore:

INTRODUCTION:  The property consists of approximately 45.48 acres of Parcel 010-183740-00, as well as all of Parcels 010-199999-00 and 010-200000-00 (the‬ "Subject Property"), encompassing the main campus of Riverside Hospital, located on the West side of Olentangy River Rd, between North Broadway and Thomas Lane, formerly zoned as C-3, Commercial District.

 

2. PERMITTED USES:  Those permitted uses shall be all uses of Chapter 3356, C-4, Commercial District of the Columbus City Code, except for the following uses:
