Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to modify a contract with Systems by Rich Consulting LLC for professional custodial service administration and management of the quality assurance and training programs. The original contract was authorized by Ordinance No. 0555-2006, passed April 5, 2006. The original contract called for Systems by Rich Consulting LLC to provide said services for the Columbus Health Department building. This modification is for custodial consulting services, bid preparation, pre-bid meeting, bid analysis, contractor recommendation and quality assurance monitoring for the bidding of a performance based custodial contract for 750 East Long Street. This building will house the Police Division's Internal Affairs Bureau and the Fire Division's Professional Standards Unit.
Systems by Rich Consulting LLC was selected through an RFP process. The RFP was advertised in January 2006. Systems by Rich Consulting LLC was the only respondent.
Emergency action is requested so that custodial services may be bid as quickly as possible, ensuring proper care for this City facility.
Fiscal Impact: Sufficient funding for this modification is available in the Police Division General Fund budget. The amount of the original contract was $29,990.00. This modification is $9,947.65. The total cost is $39,937.65. Systems by Rich Consulting LLC Contract Compliance Number 31-11756535, expiration date 4/26/2007.

To authorize the Finance and Management Director to modify a contract for the Facilities Management Division with Systems by Rich Consulting LLC for professional custodial service administration and management at 750 East Long Street, to authorize the expenditure of $9,947.65 from the General Fund, and to declare an emergency. WHEREAS, the Facilities Management Division advertised an RFQ in January 2006 for professional custodial service administration and management, and
WHEREAS, Ordinance No. 0555-2006, passed April 5, 2006, authorized the Finance and Management Department to contract for said services with Systems by Rich Consulting LLC, and
WHEREAS, it is necessary to modify said contract for professional custodial service administration and management in order to include 750 East Long Street, home of the Police Division's Internal Affairs Bureau and Fire Division's Professional Standards Unit, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to authorize the Finance and Management Director to modify a contract with Systems by Rich LLC, so that quality assurance can begin at 750 East Long Street, thereby preserving the public health, peace, property, safety and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to modify a contract with Systems by Rich Consulting LLC for professional custodial service administration and management in order to include 750 East Long Street, home of the Police Division's Internal Affairs Bureau and Fire Division's Professional Standards Unit.
SECTION 2. That the expenditure of $9,947.65, or so much thereof that may be necessary is hereby authorized and approved as follows:
