Explanation
Article 32.3 of the Collective Bargaining Contract with the American Federation of State, County and Municipal Employees (AFSCME), Ohio Council 8, Local 1632 requires that any modifications to the contract be agreed between the parties. Memorandum of Understanding #2007-01 has been executed by the parties to add the classification of Operator-In-Training at pay range 18.
The passage of this ordinance indicates Council's acceptance of Memorandum of Understanding #2007-01, a copy which is attached hereto.
Emergency action is recommended so that recruitment may begin.

To accept Memorandum of Understanding #2007-01 executed between representatives of the City of Columbus and American Federation of State, County, and Municipal Employees (AFSCME), Ohio Council 8, Local 1632, which amends the Collective Bargaining Contract April 1, 2005 through March 31, 2008; and to declare an emergency.

WHEREAS, representatives of the City and American Federation of State, County and Municipal Employees (AFSCME), Local 1632, entered into Memorandum of Understanding #2007-01, a copy of which is attached hereto, which amends Appendix A of the Collective Bargaining Contract between the City and AFSCME, Ohio Council 8, Local 1632, April 1, 2005 through March 31, 2008; and
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend the Collective Bargaining Contract between the City and AFSCME, Ohio Council 8, Local 1632, by accepting Memorandum of Understanding #2007-01 so that recruitment can begin, thereby preserving the public peace, property, health, safety, and welfare; now Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Memorandum of Understanding #2007-01 amends the Collective Bargaining Contract between the City and AFSCME, Ohio Council 8, Local 1632, April 1, 2005 through March 31, 2008.
Section 2. That City Council, in the best interest of the City, hereby recognizes and accepts Memorandum of Understanding #2007-01, a copy of which is attached hereto, excecuted between the representatives of the City and AFSCME, Ohio Council 8, Local 1632.
Section 3. For reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
