Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Prime AE Group, Inc. for the design of renovating floors 3-6 of the Columbus Public Health Building located at 240 Parson Avenue.

Floors 3 and 4 have a total square footage of approximately 57,000 sq. ft. and floors 5 and 6 have an approximate square footage of 16,000 sq. ft., bringing the total square footage of renovation to 73,000 sq ft.  All of the floors, except the 6th floor, are in their original 1870’s building material condition, thus necessitating that all floors be brought up to current building code. This project also includes a study of the south dorm as well as a study of how to expand parking onsite. These renovations are being performed in order to accommodate the Department of Health's expansion of services and staffing.

 

The scope of the work includes design and architectural and engineering services, which include but are not limited to, a facility condition assessment of structural and hazardous materials, design of the mechanicals/electrical/plumbing (MEP), security, fire alarm, technology, elevator, parking study, furnitture/fixtures/equipment (FFE), signage, and interior remediation of historic features.

 

The Department of Finance and Management, Office of Construction Management, solicited Request for Proposals for the design of renovating floors 3-6 of the Columbus Public Health Building. The project was formally advertised on the Vendor Services website. On February 4, 2020 the city received six (6) responses (0 AS1, 1 WBE, 2 MBE) as listed. All proposals were deemed responsive and were fully evaluated by the Evaluation Committee:

Prime AE Group, Inc. received the highest score by the evaluation committee and will be awarded the design of the Columbus Public Health Department renovation contract.

 

Prime AE Group, Inc. Contract Compliance No. 26-0546656, expiration date February 28, 2021.

 

Fiscal Impact: This ordinance authorizes the expenditure of $1,101,600.00 from the Construction Management Capital Improvement Fund with Prime AE Group, Inc. for the design of renovating floors 3-6 of the Columbus Public Health Building located at 240 Parson Avenue.

 

Title

Body

WHEREAS, it is necessary to amend the 2020 Capital Improvement Budget and to authorize transfers between projects within the Construction Management Capital Improvement Fund; and

 

WHEREAS, the Finance and Management Department, Office of Construction Management desires to enter into a contract for the design of renovating floors 3-6 of the Columbus Public Health Building; and

 

WHEREAS, formal bids were solicited by the Office of Construction Management and the City received six bids on February 4, 2020; and

 

WHEREAS, six firms submitted bids and Prime AE Group, Inc. achieved the highest score from the evaluation committee; and

 

WHEREAS, it is necessary to authorize the expenditure of $1,101,600.00 from the Construction Management Capital Improvement Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management, Office of Construction Management, to authorize the Finance and Management Director to enter into a contract with Prime AE Group, Inc. so that the design of renovating floors 3-6 of the Columbus Public Health Building project can proceed on behalf of City departments; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Finance and Management Director is hereby authorized to enter into a contract on behalf of the Office of Construction Management with Prime AE Group, Inc. for the design of renovating floors 3-6 of the Columbus Public Health Building located at 240 Parson Avenue.

SECTION 2. That the 2020 Capital Improvement Budget be amended as follows:

SECTION 3. That the transfer of $1,600.00, is hereby authorized in the Construction Management Capital Improvement Fund 7706, in Object Class 06 - Capital Outlay, per the accounting codes in the attachment to this ordinance. 

 

SECTION 4. That the expenditure of $1,101,600.00, or so much thereof that may be necessary in regards to the action authorized in SECTION 1, is hereby authorized in the Construction Management Capital Improvement Fund 7706, in Object Class 06 - Capital Outlay, per the accounting codes in the attachment to this ordinance. 

 

SECTION 5. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 9. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
