Explanation

The Transportation Division is responsible the installation and maintenance of traffic signals throughout the City.  To accomplish this mission, the Division requires a trencher with trailer that will be used to dig trenches for the installation, maintenance and removal of cables to traffic signals.  This trencher will replace an older trencher which is beyond its useful service life and provide for a more reliable fleet to carryout services provided by the Division.  This purchase is consistent with the Division's fleet replacement program.

 

Bids for a trencher with trailer were advertised in the City Bulletin and were received by the Purchasing Office on June 15, 2006 for Bid SA-002044GRW.  One bid for the trencher with trailer was received as follows:

Ohio Underground, Inc. / Ditch Witch RT 36 / $32,779.16 / Tow Master T-12DD / $8,077.68 / $40,856.84 / majority

 

Ohio Underground, Incorporated dba Ditch Witch of Ohio, contract compliance number 31-1720417 (expires May 2, 2007) met the specifications and was judged to be the lowest, best, most responsive and most responsible bidder. 

 

Fiscal Impact:  This expenditure is budgeted within the Transportation Division's 2006 Capital Improvements Budget in the 1995, 1999, 2004 Voted Streets and Highways Fund in the Street Equipment project.

 

Emergency action is requested to ensure that the trencher with trailer is available for use as soon as possible.

 

 

 

Title

To authorize the Finance and Management Director to enter into a contract with Ohio Underground, Incorporated, dba Ditch Witch of Ohio for the purchase of a trencher with trailer for the Transportation Division; to authorize the expenditure of $40,856.84 from the 1995, 1999, 2004 Voted Streets and Highways Fund for this purpose and to declare an emergency.  ($40,856.84)

 

 

 

Body

WHEREAS, the Transportation Division is responsible for the installation, maintenance and repair of traffic lights and signals on the City's roadway system; and

WHEREAS, the Transportation Division is in need of purchasing a trencher with trailer; and

WHEREAS, funds are budgeted and available in the 1995, 1999, 2004 Voted Streets and Highways Fund for this expense; and

 

WHEREAS, an emergency exists in the usual daily operations of the Transportation Division in that it is immediately necessary to purchase a trencher with trailer to ensure their availability as soon as possible, thereby preserving the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director be and hereby is authorized to enter into a contract with Ohio Underground, Incorporated, dba Ditch Witch of Ohio, 2020 Integrity Drive South, Columbus, Ohio for the purchase of a trencher with trailer in accordance with the specifications on file in the Purchasing Office.

 

SECTION 2.  That the sum of $40,856.84 or so much thereof as may be necessary be and hereby is authorized to be expended from Fund 704, the 1995, 1999, 2004 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6652, OCA Code 644385 and Project 530020.

 

SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
