Explanation
BACKGROUND: This ordinance authorizes the Board of Health to modify the existing contract with Knupp & Watson & Wallman, Inc. to continue a partnership to support the provision of outreach education via media services on the STI Prevention Grant. The outreach sought is through social and traditional media outlets, such as radio, billboards, social media platforms, dating apps, and other relevant electronic or physical mediums. These specific outreach efforts target individuals at significant risk of syphilis in Delaware, Fairfield, Franklin, Licking, Madison, Morrow, Pickaway, and Union counties.
The existing contract is for the period from May 1, 2023 through December 31, 2023 for the STI Prevention Grant Program. The contract modification is for the period from May 1, 2023 through January 31, 2024, modifying the scope of services to allow for outreach and education to people who are at high risk of syphilis extended through 1/31/2024.
FISCAL IMPACT: There is no additional funding required for this modification.

WHEREAS, Columbus Public Health has a current contract with Knupp & Watson & Wallman, Inc.; and
WHEREAS, in order to ensure continued services provisions, it is necessary to modify the scope of services of an existing contract with Knupp & Watson & Wallman, Inc. for the provision of outreach education via media services; and
WHEREAS, the modified contract period is from May 1, 2023 through January 31, 2024, modifying the scope of services only to reflect the extension of one month through January 31, 2024 ; and
WHEREAS, no additional funding is required for this modification; and
WHEREAS, it has become necessary in the usual daily operation of the STI Prevention grant, within a Division of Columbus Public Health to perform the Knupp & Watson & Wallman, Inc. media services; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to modify an existing contract with Knupp & Watson & Wallman, Inc for the provision of media services, for the period of May 1, 2023 through January 31, 2024.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
