Explanation

 

This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Pavement Protectors, dba M&D Blacktop Sealing, for the installation of an open shelter, a playground for varying age groups, site furnishings, earthwork, asphalt, concrete and landscaping at Deshler Park.

 

Background:  In 2015, Deshler Park was identified by the Southside Area Commission as a top priority for improvement through the Urban Infrastructure Recovery Funding (UIRF).  Columbus Recreation and Parks Planning and Design staff worked directly with the Deshler Park Civic Association to determine the community needs and develop a plan for improvements.  Staff initially met with the Civic Association in September to receive feedback on the needed improvements.  A Conceptual Plan was developed for the park improvements that was approved and supported by the Civic Association in November 2015 and shared with the Area Commission later in the month and was approved without comment.  These improvements will further the Recreation and Parks Master Plan’s mission of updating five neighborhood parks per year.

The costs for this project will be $144,000.00 with a contingency of $14,400.00 for a total of $158,400.00.

 

Bids were advertised through Vendor Services, in accordance with City Code Chapter 329, on December 28, 2015 and received by the Recreation and Parks Department on January 19, 2016.  Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that M&D Blacktop Sealing was the lowest and most responsive bidder.

Fiscal Impact: $158,400.00 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

WHEREAS, the Recreation and Parks Department Design staff worked directly with the Deshler Park Civic Association to determine the community needs and develop a plan for improvements, including the installation of an open shelter, a playground for varying age groups, site furnishings, earthwork, asphalt, concrete and landscaping at Deshler Park; and

 

WHEREAS, bids were advertised through Vendor Sservices and it was determined that Pavement Protectors, dba M&D Blacktop Sealing, was the lowest, most responsive, most responsible and best bidder; and

 

WHEREAS, it is necessary to authorize the expenditure of $144,000.00 with a contingency of $14,400.00 for a total of $158,400.00 from the Recreation and Parks Voted Bond Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Recreation and Parks Department to authorize the Director to enter into contract with Pavement Protectors, dba M&D Blacktop Sealing;   NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized and directed to enter  into contract with Pavement Protectors, dba M&D Blacktop Sealing, for the installation of an open shelter, a playground for varying age groups, site furnishings, earthwork, asphalt, concrete and landscaping at Deshler Park.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5.  For the purpose stated in Section 1, the expenditure of $158,400.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Recreation and Parks Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment

 

SECTION 6.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
