Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Legacy Youth Sports Academy (dba Legacy Youth Academy), a local non-profit organization, in support of their Exposure Is Key Initiative.

 

The Exposure is Key Initiative is a program aimed at providing underprivileged youth within the City of Columbus with a unique opportunity to expand their horizons beyond their immediate neighborhoods, instilling in them a broader perspective of the world and themselves. This visionary endeavor serves to strengthen community and familial bonds, offering students invaluable, hands-on experiences that are essential for preparing them to function effectively as global citizens in the 21st century.

 

This initiative underscores the fundamental belief that increased exposure broadens the horizons of young minds, nurturing their potential for growth and self-realization. Participating youth will embark on a journey to visit a diverse array of culturally enriching destinations, including museums, parks, historical landmarks, and colleges. These experiences are thoughtfully designed to educate youth, equipping them to emerge as well-rounded and enlightened adults.

 

The Exposure is Key initiative is expected to impact 150 youth between the ages of 6 and 15.

 

Funding will support participation fees, travel, lodging, tutoring, and other associated supplies and services for the students.

 

Emergency action is necessary to ensure the organization receives financial support in a timely manner, with the initiative’s student experience and travel beginning on December 2, 2023.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

Body

WHEREAS, Legacy Youth Academy is a local non-profit with a mission to develop and prepare students for college and beyond through comprehensive workshops, sports opportunities, meaningful relationships, and strong ties to the community that broaden students’ support networks; and

 

WHEREAS, Columbus City Council seeks to promote the well-being of Columbus’ youth by promoting college and career preparedness through community engagement opportunities; and

 

WHEREAS, an emergency exists in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with Legacy Youth Sports Academy, dba Legacy Youth Academy, to provide financial support in a timely manner with the initiative's student experience in the Exposure Is Key initiative beginning on December 2, 2023; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Legacy Youth Sports Academy, dba Legacy Youth Academy, in support of the Exposure Is Key Initiative.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $20,000.00 in the Jobs Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes attached to this ordinance.

 

SECTION 3. That the expenditure of $20,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Jobs Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
