Explanation
 
Background:  This legislation authorizes the Finance and Management Director to enter into a professional services contract for the Office of Construction Management with Dynotec, Inc. for an evaluation of the current HVAC system at Fire Station #1, 300 North Fourth Street.  Currently, there are reasons to believe that the combustion air to the boilers is undersized and that the outside air dampers for the air handling units are not functioning properly.  The evaluation will include an identification of all deficiencies that are present and a budget estimate to repair, replace, or upgrade these items.  Services are to also include the writing of any specifications for the work and the oversight of the repair, replacement, or upgrade.  
 
Requests for Proposals (RFPs) were solicited by the Finance and Management Department with a $20,000 ceiling.  The City received three proposals:  Dynamix Engineering Ltd. (MBE), Dynotec, Inc. (MBE), and Kramer Engineers.  The Finance and Management Director selected Dynotec, Inc. based on its more thorough evaluation prior to submitting its proposal and then negotiated the $17,400 price.  Dynotec, Inc. had already identified some of the problems with the HVAC system at Fire Station #1 within its proposal.
 
Emergency action is requested so that any needed HVAC upgrades can be completed as quickly as possible at Fire Station #1, thereby ensuring proper heating and cooling within the building.
 
Dynotec, Inc. Contract Compliance Number 31-1319961, expiration date 09/23/2008.  Certified emerging Minority Business Enterprise.
 
Fiscal Impact:  The Fire Division has funding available in the Safety Voted Bond Fund.  The amount of this contract is $17,400.00.

Body
 
WHEREAS, the Finance and Management Department, Office of Construction Management, desires to contract with a professional services company for an evaluation and designed remedy for the HVAC system at Fire Station #1, and
 
WHEREAS, the Finance and Management Department solicited Requests for Proposals (RFPs), and
 
WHEREAS, the recommendation of the Finance and Management Director, based on the proposals, is to award this work to Dynotec, Inc., and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to contract with Dynotec, Inc. for an evaluation and designed remedy for the HVAC system at Fire Station #1 in order to correct the problems as quickly as possible, now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to contract with Dynotec, Inc. for an evaluation and designed remedy for the HVAC system at Fire Station #1, 300 North Fourth Street.  
 
SECTION 2.   That the expenditure of $17,400.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
