Title: To authorize the Public Service Director to reimburse the Franklin County Engineering Department up to $85,465.00 for the City of Columbus share of improvements to the Clifton Avenue over Alum Creek Improvement project for various roadway and right of way improvement projects for the Transportation Division; to authorize the expenditure of $85,465.00 from the 1995, 1999, 2004 Voted Streets and Highways Fund; and to declare an emergency. Explanation
 
The Franklin County Engineering Department (Franklin County Engineer) is engaged in a bridge reconstruction project on the Clifton Avenue Bridge over Alum Creek.  The Public Service Department requested additional features be added to the surrounding area including a 6 foot sidewalk on the south side of Clifton Avenue, west of the bridge extending down Nelson Road approximately 50 feet to an existing COTA bus stop.  Curb ramps will be constructed at the southeast, southwest, and northeast quadrants of the Nelson Road and Clifton Avenue intersection along with pushbuttons for pedestrian signals.  A concrete bus stop pad at the above-mentioned bus stop and curb along the south side of Clifton Avenue west of the bridge will also be constructed.  The Franklin County Engineer is the lead agency for this project and the City has agreed to participate in the cost of the improvements requested by the City.
 
This ordinance provides for the City's share of this project in the amount of $85,465.00 to be paid upon proper invoice by the Franklin County Engineer.
 
Emergency action is requested in order to complete the construction in August 2007 because the County has made a committment to have this bridge open for the start of the next school year.
 
Fiscal Impact: Funding for this project is available with the 2006 Capital Improvements Budget in the Pedestrian Safety project within the 1995, 1999, 2004 Voted Streets and Highways Fund.   This ordinance authorizes the expenditure of $85,465.00 for the above described improvements.

Body
 
WHEREAS, the Franklin County Engineering Department is involved in a project to improve the Clifton Avenue Bridge over Alum Creek Structure and the City of Columbus has requested additional features be added to the project; and
 
WHEREAS, the City of Columbus Transportation Division has agreed to reimburse Franklin County for the cost of these improvements; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that there is a committment to have this bridge constucted prior to the next school year, thereby preserving the public health, peace, property, and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to reimburse the Franklin County Engineer $85,465.00 for roadway and right of way improvement costs for the Clifton Avenue Bridge over Alum Creek project.
 
SECTION 2.  That the expenditure of $85,465.00, or so much thereof as may be needed, be and hereby is authorized for said reimbursements from the 1995, 1999, 2004 Voted Streets and Highways Fund, Fund 704, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
