BACKGROUND:  This ordinance authorizes the Public Service Director to enter into three contracts for the Facilities Management Division for various renovations of overhead pedestrian walkways at 300 North High Street.
 
This ordinance authorizes the Public Service Director to enter into contract with Matrix Systems, Inc., in the amount of $104,738.00 for the installation of closed circuit television at the overhead pedestrian walkways at 300 North High Street.  The installation will consist of fifteen new closed circuit television cameras within the walkways with a live video transmission to City Hall, a digital video recorder in City Hall, and five telephone system based Call for Assistance Stations throughout the walkways.  All components include a two-year parts and labor warranty.  The contractor has ninety days upon notification of the award of the contract to complete this project.
 
Formal proposals were solicited on June 28, 2004 and opened on July 13, 2004.  One bid was received as follows (0 MBE, 0 FBE):

It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, Matrix Systems, Inc.
 
This ordinance also authorizes the Public Service Director to enter into contract with Matrix Systems, Inc., in the amount of $58,518.00 for the renovation of security access controls and alarm monitoring systems at the overhead pedestrian walkways at 300 North High Street.  All components include a two-year parts and labor warranty.  The contractor has ninety days upon notification of the award of the contract to complete this project.

This ordinance also authorizes the Public Service Director to enter into contract with Door Company of Ohio, Inc., in the amount of $29,383.00 for the renovation of the doors at the overhead pedestrian walkways at 300 North High Street. Renovations will include new keyed hardware, weather stripping, new closures, new continuous gear hinges, etc.  All components include a two-year parts and labor warranty.  The contractor has thirty days upon notification of the award of the contract to complete this project.
 
Formal proposals were solicited on June 28, 2004 and opened on July 13, 2004.  One bid was received as follows (0 MBE, 1 FBE):
 
Door Co. of Ohio, Inc.                  $29,383.00
 
It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, Door Company of Ohio, Inc.
 
 
Emergency action is requested so that security may be improved in the overhead pedestrian walkways at 300 North High Street, as quickly as possible.
 
Fiscal Impact:  The Facilities Management Division budgeted $300,000 in the 2004 Capital Improvement Budget for the renovation of the overhead pedestrian walkways at 300 North High Street.  The total cost of these contracts is $192,639.00.  These are the first three contracts to be bid in 2004.  The remaining funds will be used for HVAC upgrades and painting.  Matrix Systems, Inc. Contract Compliance No. 31-0902711, expiration date 11/29/2004.  Door Company of Ohio, Inc. Contract Compliance No. 31-1400884, expiration date 04/01/2005.

To authorize the Public Service Director to enter into contracts for the Facilities Management Division for the renovations of the overhead pedestrian walkways at 300 North High Street as follows:  the installation of a closed circuit television system with Matrix Systems, Inc., the renovation of the security access controls with Matrix Systems Inc., and renovation of the access doors with the Door Company of Ohio, Inc., to authorize the expenditure of $192,639.00 from the Facilities Management Capital Fund, and to declare an emergency.  ($192,639.00)
 
Body
 
WHEREAS, the Public Service Department, Facilities Management Division must renovate the overhead pedestrian walkways at 300 North High Street, and
 
WHEREAS, formal competitive bids were advertised and received by the Facilities Management Division for the installation of a closed circuit television system, the renovation of security access controls and alarm monitoring systems, and the renovation of doors, and
 
WHEREAS, the Facilities Management Division recommends acceptance of the bids submitted by Matrix Systems, Inc. and Door Company of Ohio, Inc. as the most responsive and responsible bidders, and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contracts with Matrix Systems, Inc. and Door Company of Ohio, Inc. for the installation of closed circuit television, the renovation of security access controls and alarm monitoring systems, and the renovation of doors, allowing the projects to be completed as quickly as possibly to enhance security, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:  
 
SECTION 1.  That the Public Service Director is hereby authorized to contract with Matrix Systems, Inc. for the installation of a closed circuit television system and the renovation of security access controls and alarm monitoring systems, and also the Door Company of Ohio, Inc. for the renovation of the doors at the overhead pedestrian walkways in the Capital Crossroads Improvement District, 300 North High Street.
 
SECTION 2.   That the expenditure of $192,639.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
