Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Office of Construction Management with Knight Electric for the installation of emergency generators for five Fire Stations and the Impound Lot.

Ordinance No. 2883-2014, passed on December 18, 2014, authorized the original contract for the installation and replacement of outdated backup electrical generators for the Impound Lot at 2700 Impound Road, and the Division of Fire at the following five locations:  Fire Station No. 5 at 211 McNaughten Road; Fire Station No. 22 at 3069 Parsons Avenue; Fire Station No. 23 at 4451 Livingston Avenue; Fire Station No. 25 at 739 West 3rd Avenue; and Fire Station No. 27 at 7560 Smokey Row Road.  Ordinance No. 2428-2015, passed October 21, 2015, authorized a modification of the contract for the installation of new gas lines for work required of Columbia Gas and associated with new gas lines needed for Fire Stations No. 5, No. 22, and No. 27.  A modification of the contract is necessary due to unforeseen work required of Columbia Gas for new gas piping, venting, and isolation vales needed for Fire Stations No. 5, No. 22, and No. 27.

Knight Electric has institutional knowledge of the project as it has been performing the installation.  The most practical and cost effective solution for the coordination and continuity of the project is to modify this contract so that the work can be completed. Prices already established in the contract were used to determine the cost of this modification.

Emergency action is requested so the Impound Lot and fire stations will remain in operation during power outages, thereby ensuring ongoing and unimpeded services to the residents of Columbus.

WHEREAS, it is necessary to amend the 2015 Capital Improvement Budget and to authorize the transfer of funds and appropriation between projects within Public Safety's Capital Improvement Funds; and

 

WHEREAS, Ordinance No. 2883-2014, on December 18, 2014, authorized the original contract for installation and replacement of outdated backup electrical generators for various Fire Stations and the Impound Lot ; and

WHEREAS, Ordinance No. 2428-2015, passed October 21, 2015, authorized a modification of the contract for the installation of new gas lines for work required of Columbia Gas and associated with new gas lines needed for Fire Stations No. 5, No. 22, and No. 27; and

WHEREAS, is it necessary to modify said contract necessary due to unforeseen work required of Columbia Gas for new gas piping, venting, and isolation vales needed for Fire Stations No. 5, No. 22, and No. 27

WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to modify a contract with Knight Electric for the installation of emergency generators for five Fire Stations and the Impound Lot for unforeseen work required of Columbia Gas; thereby preserving the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

SECTION 1. That the 2015 Capital Improvement Budget be amended in Fund 7701 as follows:

 

Project Name: Police Facility Renovation- Voted Carryover| Project ID Number: P330021-100000 | Current Authority: $524,888| Revised Authority: $517,955| Difference: ($6,933)|

 

Project Name: Fire Facility Renovation - Voted Carryover | Project ID Number: P340103-100000 | Current Authority: $949,861 | Revised Authority: $956,794 | Difference: $6,933|

 

SECTION 2. That the transfer of cash and appropriation in an amount equal to $6,933.00 or so much thereof as may be needed, is hereby authorized between projects within Fund 7701 Public Safety Bond Fund per the accounting codes in the attachment to this ordinance.

SECTION 3.  That the Finance and Management Director is hereby authorized and directed to modify a contract on behalf of the Office of Construction Management with Knight Electric for installation of emergency generators at Fire Stations and the Impound Lot.

SECTION 4That the expenditure of $6,933.00 or so much thereof as may be needed, is hereby authorized in Fund 7701 Safety GO Bonds Fund in object class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

SECTION 5. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
