Explanation
The Public Service Department, Refuse Collection Division, Keep Columbus Beautiful (KCB) program is eligible for a grant sponsored by Keep America Beautiful, Incorporated (KAB), Aquafina and Sam's Club.  The grant, called "Return the Warmth", is designed to facilitate partnering with local schools (kindergarten through twelfth grade students) to remove plastic bottles from the waste stream through recycling.   The plastic content of recycled bottles is used to manufacture fleece jackets, hence the term "Return the Warmth".  The top fifty collecting schools that participate in the "Return the Warmth" program will each receive a grant of $1,000.00 in the form of a Sam's Club gift card.
 
Keep Columbus Beautiful has been tentatively awarded a $2,500.00 grant to publicize and organize the program locally.  This legislation authorizes the Public Service Director to formally accept the grant [if awarded,]; it also authorizes the appropriation of these funds within the Private Grant Fund and its expenditure from that Fund.
 
Fiscal Impact:  None.  No city match is required for this grant.  The KCB resources that will be dedicated to managing/implementing this grant are included in the program's 2006 operating budget within the Street Construction, Maintenance and Repair Fund.
 
Emergency action is requested to make this funding available to KCB as soon as possible to allow the recycling program to coincide with the return of students to school in the fall.

Body
WHEREAS, the Keep Columbus Beautiful (KCB) program applied for a grant sponsored by Keep America Beautiful, Incorporated (KAB), Aquafina and Sam's Club called "Return the Warmth"; and
 
WHEREAS, this grant is designed to facilitate partnering with local schools (kindergarten through twelfth grade students) with the goal of removing millions of plastic bottles from the waste stream through recycling; and
 
WHEREAS, the plastic content of recycled bottles is used to manufacture fleece jackets, hence the term "Return the Warmth"; and   
 
WHEREAS, the top fifty collecting schools that participate in the "Return the Warmth" program will each receive a grant of $1,000.00 in the form of a Sam's Club gift card; and
 
WHEREAS, Keep Columbus Beautiful has been tentatively awarded a $2,500.00 grant to publicize and organize the program locally; and
 
WHEREAS, it is immediately necessary to authorize the Public Service Director to accept the grant, if awarded, as soon as possible to allow the recycling program to coincide with the return of student to school in the fall; thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to accept a Keep America Beautiful, Incorporated, grant for a "Return the Warmth" grant designed to facilitate partnering with local schools to remove plastic bottles from the waste stream through recycling and to accept said grant if awarded.
 
SECTION 2.  That from the unappropriated balance of the Private Grant Fund, Fund 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2006, the sum of $2,500.00 be and hereby is appropriated to the Refuse Collection Division, Department No. 59-02, Object Level One Code 02, Object Level Three Code 2290, OCA Code 596014 and Grant 596014.
 
SECTION 3.  That the monies appropriated in Section 2 shall be paid upon order of the Public Service Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.  That the Public Service Director be and hereby is authorized to expend $2,500.00 or so much thereof as may be needed to pay appropriate "Return the Warmth" grant program expenses from the Private Grant Fund, Fund 291, Refuse Collection Division, Department No. 59-02, Object Level One Code 02, Object Level Three Code 2290, OCA Code 596014 and Grant 596014.
 
SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
