Explanation

April 2, 2007

 

BACKGROUND:  The purpose of this legislation is to authorize the Board of Health to enter into a lease agreement for food vending services at the Health Department.  Sanese Services, Inc. will lease space at the Health Department facility located at 240 Parsons Avenue for $1.00 for the purpose of providing food vending services to the staff and public. This ordinance is requested as an emergency to allow for uninterrupted food vending services at the Health Department.   

 

The contract compliance number for Sanese Services, Inc. is 43-0914545, which expires 8/3/08.

 

FISCAL IMPACT:  No fiscal impact.

 

 

Title

 

To authorize the Board of Health to enter into a lease agreement with Sanese Services, Inc. for food vending services; and to declare an emergency. ($1.00)

 

Body

 

WHEREAS, a need exists for food vending services to be available to staff and the public at the Health Department's facility located at 240 Parsons Avenue; and,

 

WHEREAS,  Sanese Services, Inc. was determined to be the lowest and most responsive and responsible bidder to SO021892; and,

 

WHEREAS, uninterrupted food vending services at the Health Department is needed; and,   

 

WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into a lease agreement with Sanese Services, Inc. for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to enter into a lease agreement for $1.00 with Sanese Services, Inc. for food vending  services for the Health Department.

 

SECTION 2.   That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
