Explanation
Background
The Central Ohio Area Agency on Aging occupies two city-owned properties located at 174 and 182 E. Long Street. Said properties consist of approximately 39,000 square feet. The current property management and maintenance contract with Equity Real Estate will expire June 30, 2007.
Requests for proposals were received on March 30, 2007 and Property One, Inc. was the overall lowest and best bidder.

Emergency action is requested so that building maintenance services will continue without interruption.
Fiscal Impact
$179,915.00 is required and budgeted from the Recreation and Parks Grant Fund to meet the financial obligation for the first year of this contract.
Title
To authorize and direct the Director of Recreation and Parks to enter into a three-year contract with Property One, Inc. for property management and maintenance services for the Central Ohio Area Agency on Aging, and to authorize the expenditure of up to $179,915.00 from the Recreation & Parks Grant Fund , and to declare an emergency. ($179,915.00).
Body
WHEREAS, an emergency exists in the usual daily operation of the Central Ohio Area Agency of the Recreation and Parks Department in that it is immediate necessary to enter into said contract so that building maintenance services will continue without interruption; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1: That the Director of Recreation & Parks be and he is hereby authorized and directed to enter into a three-year contract with Property One, Inc. for property management and maintenance services for the period July 1, 2007 through June 30, 2010, contingent upon funding being available and upon annual satisfaction that vendor is performing successfully.
Section 2. That the expenditure of $179,915.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Grant Fund No. 286, Department No. 51, Object Level Three, 3336, to pay the cost thereof as follows:

Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
