Explanation
BACKGROUND: The Franklin County Municipal Court Judges entered into a contract with L3 Communications Security and Detection Systems, Inc. to provide for the lease of security screening equipment in the Franklin County Municipal Court building under the authority of ordinance number 2031-2004 that passed Columbus City Council on November 24, 2004. As a result of delays in the installation of the security equipment, an adjustment in the duration of the first year of the contract is needed. This legislation authorizes the Administrative and Presiding Judge to modify the contract with L3 to provide for an extension through March 31st, 2006.

FISCAL IMPACT: No additional resources are needed. The original contract amount of $56,836.20 authorized by ordinance number 2031-2004 will be sufficient to fund the contract extension.
EMERGENCY: This ordinance is submitted as an emergency to allow the financial transaction to be posted in the city's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management.

To authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to modify the contract with L3 Communications Security and Detection Systems, Inc. for the lease of security screening equipment for the Franklin County Municipal Court Judges; and to declare an emergency.

WHEREAS, contract number EL005078 with L3 Communications Security and Detection Systems, Inc. was authorized by ordinance number 2031-2004 that passed Columbus City Council on November 24, 2004; and
WHEREAS, due to delays in the equipment installation, it is necessary to modify the original contract to provide for an extension through March 31, 2006; and
WHEREAS, resources under the current contract will be sufficient for the contract extension; and
WHEREAS, an emergency exists in the usual daily operation of the city, in that it is immediately necessary to authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to modify the contract with L3 Communications Security and Detection Systems, Inc. for lease of security screening equipment thereby preserving the public health, peace, property, safety and welfare, Now, Therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to modify a contract with L3 Communications Security and Detection Systems, Inc. for lease of security screening equipment to the Franklin County Municipal Court Judges through March 31, 2006.
Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
