Explanation
BACKGROUND:
Need: This legislation authorizes the sale of a 1995 Horton medic owned by the City of Columbus Fire Division, to the Central Ohio Fire Museum. This medic, designated XM-32 and tagged as Brass Tag 17099, has been condemned by and is of no further value to the City of Columbus Division of Fire. Determining residual value of a ten-year old special-use vehicle is not a certain process, i.e blue book type values do not exist. This vehicle has almost 100,000 miles on it and a ten year maintenance history of over $43,708. Five other medic vehicles will be going to auction.
While this medic has exceeded its useful life and is of no further use to the Division of Fire, the Central Ohio Fire Museum has expressed an interest in purchasing this medic for use in their fire prevention education center, public relations, and as a traveling display. The educational value of this vehicle far outweighs any funds to be generated from an auction.

WHEREAS, the Central Ohio Fire Museum was established to maintain a fire museum and promote fire prevention awareness; and
WHEREAS, the Central Ohio Fire Museum has expressed a desire and need to purchase a 1995 Horton medic, designated XM-32 and tagged as Brass Tag 17099 that has been condemned by and is of no further value to the Division of Fire; and
WHEREAS, the Department of Public Safety and the Division of Fire has determined that it is in the best interest of the City of Columbus and the citizens of the central Ohio area to allow the purchase of this 1995 Horton medic for the sum of $1.00, by the Central Ohio Fire Museum, for the preservation of the public health, peace, property, safety, and welfare; Now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Finance Director be and is hereby authorized and directed to sell a 1995 Horton medic that has been condemned by and is of no further value to the Division of Fire.
Section 2. That this Council finds it is in the best interest of the City of Columbus that the provisions of Section 329.12, of the Columbus City Code, relating to the sale of City owned property be and they are hereby waived to permit the sale of this medic to the Central Ohio Fire Museum.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
