Explanation
BACKGROUND:  The existing cathodic protection system for steel pipe at the Hap Cremean Water Plant was installed in 1970. Over the past 37 years various construction projects have damaged the system. This contract provides the labor and materials for the  replacement of this system.
 
The contract was originally bid December 6, 2006 however only one bid was received at $188,594.90, considerably higher than the Engineer's estimate of construction cost. The contract was re-bid on January 31, 2007 with results as noted below. The time lost during the re-bidding process has necessitated the emergency provision for this legislation to allow the work to be completed prior to the summer high water usage season.
 
The procurement of this contract was conducted in accordance with Section 329.09 of the Columbus City Code.
 
Competitive bids were received and opened at the office of the Director of Public Utilities on January 31, 2007.  Two  (2) bids were received.  The two bids were both responsive and responsible.

Body
 
WHEREAS, the Director of Public Utilities did receive and open bids on January 31, 2007 for the Hap Cremean  Water Plant, Miscellaneous Improvements - Cathodic Protection, for the Division of Power and Water, Department of Public Utilities, and
 
WHEREAS, a satisfactory low bid has been received, and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Power and Water, Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a Contract with Corrpro Companies Inc., for the Hap Cremean Water Plant, Miscellaneous Improvements - Cathodic Protection for the Division of Power and Water, to allow completion of the work prior to high water use / high pumpage season, for the preservation of public health, peace, property and safety, now, therefore;
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
Section 1.  The Director of Public Utilities be and is hereby authorized to enter into a Contract with Corrpro Companies Inc., in the amount of $68,822.33 for the Hap Cremean Water Plant, Miscellaneous Improvements - Cathodic Protection, for the Division of Power and Water, Department of Public Utilities on the basis of the lowest responsive and responsible bid received on January 31, 2007.
 
Section 2. That for the purpose of paying the cost thereof, the expenditure of $68,822.33 is hereby authorized from Waterworks Enlargement Voted 1991 Bonds Fund No. 606, Department of Public Utilities, Division of Power & Water, Dept./Division No. 60-09, Object Level Three 6623, Project No. 690286, OCA Code 642900.
 
Section 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project; that the project has been completed and the monies are no longer required for said project except that no transfer shall be made from a project account funded by monies from more than one source.
 
Section 4.  The City Auditor is hereby authorized and directed to transfer funds from within the Waterworks Enlargement Voted 1991 Bonds Fund, Fund No. 606, Department of Public Utilities, Division of Power & Water, as follows:

Section 6.  That for reasons stated in the preamble, hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after approval if the Mayor neither approves nor vetoes the same.
