Explanation
BACKGROUND: This ordinance authorizes the appropriation of $70,000 From the Community Development Block Grant Fund (CDBG) to be used for the continuation of the CDBG-eligible Chores home repair program.
Ordinance 0285-03 authorized the expenditure of $2,530,318 in CDBG funds for the provision of loans and grants under the Affordable Housing Opportunity Fund for projects that preserve and increase the local supply of decent, safe, sanitary and affordable housing for low-income families. An unspent balance of $70,000 remains. This legislation will allow those unspent funds to be used in another needed area, the Chores program.
Emergency action is requested so that the monies can be utilized immediately for the continuation of the Chores home repair program.
FISCAL IMPACT: This legislation will authorize the appropriation of $70,000 from the Community Development Block Grant Fund to provide funding for the Chores home repair program. Separate legislation will be submitted to authorize the Chores program contracts and to expend the funds appropriated herein.

WHEREAS, Ordinance 0285-03 authorized the expenditure of $2,530,318 in CDBG funds for the provision of loans and grants under the Affordable Housing Opportunity Fund for projects that preserve and increase the local supply of decent, safe, sanitary and affordable housing for low-income families; and
WHEREAS, an unspent balance of $70,000 remains; and
WHEREAS, this ordinance authorizes the appropriation of this $70,000 to provide funding for the continuation of the Chores home repair program; and
WHEREAS, separate legislation will be submitted to authorize the Chores program contracts and to expend the funds appropriated herein; and
WHEREAS, emergency action is requested so that the monies can be utilized immediately for the continuation of the Chores home repair program; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to authorize this appropriation thereby preserving the public health, peace, property, safety and welfare; and, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to appropriate $70,000 to the Department of Development, Division No. 44-10, Community Development Block Grant Fund, Fund 248, Subfund 248001, Object Level One 03, Object Level Three 3337, OCA Code 441121.
Section 2. That for the reasons stated in the preamble thereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
