Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Office of Construction Management with Dunlop and Johnston, Inc., in the amount of $8,572,180.00 for the construction of a new Fire Training Center at the Fire Complex at 3675 Parsons Avenue.  The construction will consist of the following: a practical skills building, a burn building, a training tower, a simulator, a shelter, a pole barn, and all related site utilities and improvements.  The contractor will have five hundred sixty four (564) calendar days upon notification of the award of the contract to complete the work.
 
Formal proposals were solicited on March 22, 2007.  Four firms submitted proposals on April 24, 2007 as follows:  (0 MBE, 0 FBE).

            The Altman Company                        $9,021,569.00

It is the recommendation of the Office of Construction Management to award this contract to the most responsive and responsible bidder, Dunlop and Johnston, Inc.  
 
Emergency action is requested so that Fire Division can provide necessary training to its fire fighters as quickly as possible.  
 
Dunlop and Johnston, Inc. Contract Compliance Number 34-0191480, expiration date 04/26/2009.
 
Fiscal Impact:  The Fire Division budgeted $9,684,000 in the Capital Improvement Budget for the Fire Training Complex project.  Previously, $832,000 was encumbered for the architectural contract.  The cost of this contract is $8,572,180.00.

Body
 
WHEREAS, the Fire Division is in need of a training complex, and  
 
WHEREAS, the Office of Construction Management recommends acceptance of the bid submitted by Dunlop and Johnston, Inc. as the most responsive and responsible bid, and
 
WHEREAS; an emergency exists in the usual daily operation of the Office of Construction Management in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Dunlop and Johnston, Inc. for the construction of a Fire Training Complex, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to contract with Dunlop and Johnston, Inc.  for the construction of a Fire Training Complex.
 
SECTION 2.   That the expenditure of $8,572,180.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
