Explanation
The purpose of this ordinance is to authorize the Director of Public Utilities to enter into a service agreement with Thermo Electron for Support Services for the LabManager iLMS software system at the Surveillance Laboratory in accordance with Columbus City Code Section 329.07 (c) Sole Source Procurement. Thermo Electron is the sole provider of the system, software and customer support service for LabManager.
Thermo Electron purchased the original support services company InnaPhase Corporation in December 2004. Thermo Electron provides support services for the custom computer system known as LabManger which is used for various applications at the Surveillance Laboratory including, analysis reports, work orders, sample processing, verification of acceptable sample ranges, and variety of other reports to enforce adherence to laboratory practices. The services provided by Thermo Electron include, trend analysis, software support, enhancements due to technological changes, help desk support, and on-site spare system within 24 hours of failure. The service agreement is for one (1) year, the period covering January 1, 2006 to and including December 31, 2006

Title
To authorize the Director of Public Utilities to enter into a service agreement with Thermo Electron for the LabManager Support Services in accordance with the provisions of sole source procurement of Columbus City Codes Section 329.07 for the Division of Sewerage and Drainage, to authorize the expenditure of $22,546.00 from the Sewerage System Operating Fund. ($22,546.00)

WHEREAS, the Division of Sewerage and Drainage, Surveillance Laboratory owns the InnaPhase Corporation LabManager computer system, and InnaPhase Corporation was purchased by Thermo Electron in December 2004, and
WHEREAS, the Division of Sewerage and Drainage wishes to enter into a service agreement for customer support of that system in accordance with the provisions of Columbus City Code Section 329.07 (c), Sole Source Procurement with the designer of the system and sole provider of the support service, Thermo Electron, and,
WHEREAS, the service provides the Surveillance Laboratory with trend analysis, software support, enhancements due to technological changes, help desk support, and on-site spare system within 24 hours of failure and,
WHEREAS, the service agreement is for one (1) year, the period covering January 1, 2006 to and including December 31, 2006, now, therfore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into a one (1) service agreement in accordance with the provisions of Columbus City Code Section 329.07 (c) with Thermo Electron for Customer Support Services for the LabManager System for the Division of Sewerage and Drainage.
Section 2. That the expenditure of $22,546.00or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605105, Object Level 1: 03, Object Level 03: 3372.
Section 3.That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
