Explanation
BACKGROUND: This ordinance is to amend ordinance number 0306-2004 passed February 25, 2004 to change the company name and federal identification number for an contract pursuant to solicitation number SA000599JRM for the purchase of golf course chemicals for the Golf Division. In addition, this ordinance authorizes the assignment of all past, present and future business done by the City of Columbus with United Horticulture Supply FID 131978741 to Verdicon, Inc. FID and CC # 043769161.
The City was recently notified that United Horticulture Supply had merged with Verdicon. The Verdicon, Inc. federal identification number is to represent the official entity. Verdicon, Inc. has agreed to support the terms and conditions of any previous agreement with United Horticulture Supply and the recent bid SA000599JRM.
FISCAL IMPACT: No additional funding is required to amend the ordinance or assign this business. The funding was established on the original ordinance number 0306-2004.
In order to appropriately provide spring and summer maintenance of the City's golf courses, this ordinance is being submitted as an emergency.
Title
To amend ordinance number 0306-2004 to change the company name and federal identification number, to authorize and direct the Finance Director to assign past, present and future business with United Horticulture Supply to Verdicon, Inc. and to declare an emergency.
Body
WHEREAS, the Finance/Purchasing Office was to establish the contract with United Horticulture Supply for the option to purchase Golf Course Chemicals; and
WHEREAS, United Horticulture Supply merged with Vendicon Inc., in addition to notifying the City of merger, Verdicon Inc. has agreed to honor the past, present and future purchases including those to be established from solicitation SA000599JRM.
WHEREAS, ordinance number 0306-2004, as passed on February 25, 2004 must be amended to incorporate the changes in vendor name and federal identification number; and
WHEREAS, in order to properly maintain the City's golf courses without interruption, this amendment and assignment must be executed as soon as possible; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to establish a contract from solicitation SA000599JRM, thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the title and section 1 of ordinance number 0306-2004 is hereby amended to read as follows:
Section 1. That the Finance Director be and he is hereby authorized and directed to enter into a purchase order with Verdicon, Inc for golf course chemicals for the Recreation and Parks Department, in accordance with specifications on file in the Finance/Purchasing Office.
SECTION 2. That the Finance Director be and is hereby authorized and directed to assign all past, present and future purchase orders to reflect the change of the company name and FID number from United Horticulture Supply #131978741 to Verdicon Inc. #0437691614.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
