Explanation

This legislation authorizes the City Clerk to enter into a grant agreement with the East Main Street Special Improvement District of Columbus, Inc. in support of beautification efforts along the East Main corridor.

 

The East Main Street Special Improvement District (SID) provides a variety of services to East Main Street residents and businesses, focused on keeping the corridor clean and safe. The intersection at East Main Street and South Weyant Avenue include a turnaround lot for the Central Ohio Transit Authority, which the SID has received authorization to clean and beautify. These funds may support services or goods associated with the beautification of this area and the corridor.

 

The goal of this project is to contribute to a vibrant environment that fosters community pride and ownership among local residents.

 

Emergency Designation:  Emergency action is requested as the East Main Street SID plans to imminently begin improvement along the East Main/South Weyant intersection, execute landscaping efforts during the summertime, and a delay in the financing of these expenses would lead to a substantial delay on the project timeline.

 

Fiscal Impact: Funding for this agreement is available in the Neighborhood Initiatives subfund ($15,000.00)

 

Title

To authorize the City Clerk to enter into a grant agreement with East Main Street Special Improvement District of Columbus, Inc. in support of beautification efforts along the East Main corridor; to authorize the expenditure of $15,000.00 within the Neighborhood Initiatives subfund; and to declare an emergency. ($15,000.00)

 

Body

WHEREAS, Columbus City Council seeks to support community development and neighborhood improvement efforts; and

 

WHEREAS, the East Main Street Special Improvement District of Columbus, Inc. is focused on providing services to the East Main neighborhood that keep the area clean and safe for residents and local businesses; and

 

WHEREAS, an emergency exists in the office of the City Clerk in that it is immediately necessary to authorize the Clerk to enter into this grant agreement with East Main Street Special Improvement District of Columbus, Inc. to ensure the timely support of beautification efforts along the East Main Street so as not to delay the project timeline, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with East Main Street Special Improvement District of Columbus, Inc. in support of beautification efforts along the East Main corridor, in an amount not to exceed $15,000.00.

 

SECTION 2.  That the expenditure of $15,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018 per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
