Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to modify an existing contract with The Hodge Group for professional consulting services associated with the Columbus Recreation and Parks Foundation (CRPF). The original contract, PO387324 is in the amount of $42,000.00.  The modification amount being authorized by this ordinance is $63,000 for a total contract amount of $105,000.  The contract end date will also be extended to March 31, 2024.

 

The modification of this contract became necessary when the vendor who was awarded the CRPF Executive Directorship became unable to fulfill their contractual obligations and requested to be released from the contract, PO392541, ORD 1421-2023.  That contract has been cancelled and The Hodge Group will fulfill a portion of the abandoned contractual obligations.

 

The modified contract will include additional consulting work by the vendor:  general fundraising; CRPF Board training and peer review; establishing fundraising policies and processes for the CRPF; and interviewing and hiring an Executive Director for the CRPF. All other terms and conditions of Contract PO387324 shall remain in effect.

 

Vendor Bid/Proposal Submissions: Proposals were advertised through Vendor Services, in accordance with City Code Chapter 329, on March 14, 2023, and received by the Recreation and Parks Department on April 14, 2023. Proposals were received from the following individual & companies:

Emergency Justification:  The current contract covers payments for work completed through September 30, 2023. In order to continue to make timely payments and receive uninterrupted services in managing the CRPF, it is necessary to declare an emergency.

 

Fiscal Impact: The expenditure of $63,000 is budgeted in the Recreation and Parks Operating Fund 2285.

To authorize the Director of Recreation and Parks to modify an existing contract with The Hodge Group, LLC for professional consulting services associated with the Columbus Recreation and Parks Foundation; to authorize the expenditure of $63,000.00 from the Recreation and Parks Operating Fund; and to authorize the extension of the contract to March 31, 2024; and to declare an emergency.  ($63,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to modify an existing contract with The Hodge Group for professional consulting services associated with the Columbus Recreation and Parks Foundation; and

 

WHEREAS, it is necessary to authorize the expenditure of $63,000.00 from the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, it is necessary to extend the contract to March 31, 2024; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to modify this contract in order to provide uninterrupted services and to make timely monthly payments NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to modify an existing contract with The Hodge Group for professional consulting services associated with the Columbus Recreation and Parks Foundation. The amount of the modification is $63,000.00 and the aggregate total amount authorized, including this modification, is $105,000.00.

 

SECTION 2. That for the purpose stated in Section 1, the expenditure of $63,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 3.  That the end date of contract PO387324 is hereby extended to March 31, 2024;

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
