Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with the Desert Island Club, a non profit entity, for operating support.

 

The Desert Island Club (a 501-C-3 organization) has provided support services and safe space to recovering addicts, alcoholics, and the family and friends affected by the disease of alcoholism since 1982. They provide significant services to the Hilltop area including: 12-step fellowship meetings twice daily; an open, safe space for people in crisis to visit throughout the day; opportunities to develop a social network supportive of recovery; and a private place to do the step work needed in recovery.

 

The Desert Island Club has seen an increase in services due to an increase in the number of people new in recovery and/or in sober housing. These funds would support operating expenses to deal with this increase.

 

Emergency action is necessary to ensure funding is immediately available due to the increase in the volume of services provided.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

Body

WHEREAS, The Desert Island Club (a 501-C-3 organization) has provided support services and safe space to recovering addicts, alcoholics, and the family and friends affected by the disease of alcoholism since 1982; and

 

WHEREAS, They provide significant services to the Hilltop area including: 12-step fellowship meetings twice daily; an open, safe space for people in crisis to visit throughout the day; opportunities to develop a social network supportive of recovery; and a private place to do the step work needed in recovery; and

 

WHEREAS, The Desert Island Club has seen an increase in services due to an increase in the number of people new in recovery and/or in sober housing; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize a grant agreement with the Desert Island Club for operating support due to the recent increase in the volume of recovery services needed thereby preserving the public health, peace, property, safety and welfare;  NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a grant agreement with the not-for-profit Desert Island Club for operating expenses.

 

SECTION 2. That the City Auditor is authorized and directed to appropriate $15,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $15,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
