BACKGROUND:  The City of Columbus Division of Police has been awarded a FY09 Justice Assistance Grant (JAG) to defray costs associated with hosting the 6th Annual East African Area Studies Group International Conference.  It is anticipated that the grant funds will only be utilized if there is a short fall in funds received through the registration process.  The increase in the United States and locally in the population of individuals from the Horn of Africa creates unique challenges for law enforcement via cultural differences and language barriers.  The three day conference will cover a variety of subjects that will aid law enforcement professionals in their efforts to police in these expanding communities.  The Columbus Division of Police will be collaborating with several federal, state and local law enforcement agencies and it is expected that the conference will have over 300 attendees.  The City must act as a sub-grantee to the Franklin County Office of Homeland Security and Justice Programs according to the federal grant guidelines.  Therefore, the Mayor is required to sign a sub-grantee award and contract documents to accept the award on behalf of the City.  The official City program contact authorized to act in connection with this $39,360.00 grant award is Columbus Police Commander Kent Shafer.
 
EMERGENCY DESIGNATION:  Emergency legislations is needed to prepare for city grant accounting activity by the April 1, 2011 start of the grant project period.
 
FISCAL IMPACT:  This ordinance authorizes the appropriation of $39,600.00 in the General Government Grant fund for the East African Area Studies Group International Conference.  There are no matching funds required for this grant award.  All grant expenditures will be reimbursed by the grant awarded funding.

WHEREAS, the City of Columbus, Division of Police has been awarded a FY09 Justice Assistance Grant (JAG) to defray costs associated with hosting the 6th Annual East African Area Studies Group International Conference in Columbus in May 2011; and
 
WHEREAS, this 3 day conference will cover a variety of subjects for law enforcement professionals; and
 
WHEREAS, Columbus Police Commander Kent Shafer is the official city representative to act in connection with this funding and to provide information and reporting as required; and
 
WHEREAS, this grant project period has an April 1, 2011 start date and needs the city accounting system to be ready for use as soon as possible; and
 
WHEREAS, an emergency exists in the daily operation of the City of Columbus Division of Police, in that it is immediately necessary to authorize the Mayor to accept a FY09 Justice Assistance Grant for the Division of Police and to authorize an appropriation for the grant activities for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Mayor of the City of Columbus be and is hereby authorized and directed to accept a FY09 Justice Assistance Grant (JAG) to defray costs associated with hosting the 6th Annual East African Area Group Studies Group International Conference.
 
SECTION 2.  That Columbus Police Commander Kent Shafer is designated as the official city program contact and authorized to act in connection with the FY09 Justice Assistance Grant (JAG) for the East African Area Studies Group International Conference in May 2011 and to provide any additional information required.
 
SECTION 3.  That from the unappropriated monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $39,360.00 is appropriated as follows:

SECTION 4.  That the monies appropriated in the foregoing Section 3 shall be paid upon order of the Director of Public Safety, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 5.  That for the reason stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
