Explanation
This ordinance authorizes the Director of Public Utilities to enter into a contract modification with JadeTrack LLC (f/k/a JadeTrack Inc.) ("JadeTrack") to extend the contract for the GreenSpot metrics software platform.
The City of Columbus, Department of Public Utilities (DPU), in its ongoing efforts to be environmentally friendly and a "green" community, has determined that it is in the best interest of the City to continue the GreenSpot program, which has over 23,000 members to date. Through the GreenSpot metrics software platform, each member has an individualized dashboard to track their sustainability progress.
Work to be included in this contract modification includes but is not limited to: website design changes that update GreenSpot with new items, modifications to the individual dashboards, and general maintenance and housing of data, the sign up process, and eDashboards.
JadeTrack provides the GreenSpot program with the technology and engagement tools to empower residents and businesses to track the effect of their sustainability efforts. Due to the expected costs of implementing a new software platform that match JadeTrack’s specialized offerings, it is in the best interest of the City to waive the provisions of competitive bidding and enter into a contract modification with JadeTrack Inc. for the GreenSpot metrics software platform.
This first modification will extend the contract to and including November 30, 2024.

WHEREAS, in order to continue tracking and improve upon its sustainability efforts, the Department of Public Utilities has determined that is in its best interest to continue the GreenSpot program and associated web-based metrics platform; and
WHEREAS, JadeTrack LLC (f/k/a JadeTrack Inc.) is the current vendor for the platform; and
WHEREAS, due to the expected costs of implementing a new software platform, it is in the best interest of the City to waive the provisions of competitive bidding in Chapter 329 of the Columbus City Codes and enter into a contract modification with JadeTrack LLC for the Greenspot metrics software platform; and
WHEREAS, the modification will extend the contract to and including November 30, 2024; and
WHEREAS, the expenditure of $20,000.00 or so much thereof as may be needed, is hereby authorized from object class 03, Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes attached to the ordinance; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, to authorize the Director of the Department of Public Utilities to enter into a contract modification for the software platform to track and manage metrics for the Greenspot Program with JadeTrack LLC; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Utilities is hereby authorized to enter into a contract with JadeTrack Inc. (f/k/a JadeTrack LLC), 6100 Emerald Parkway, Dublin, OH 43016, for the GreenSpot metrics software platform.
SECTION 2. That this Council finds it in the best interest of the City to waive the competitive bidding provisions of Chapter 329 of the Columbus City Codes for the contract with JadeTrack LLC.
SECTION 3. That the expenditure of $20,000.00 or so much thereof as may be needed, is hereby authorized from object class 03, Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes attached to the ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
