Explanation
BACKGROUND:
This legislation authorizes the Director of Finance and Management to enter into a contract with William E. Munson Company dba Munson Boats for the purchase of a Work Boat for the Division of Water. The Work Boat will be used by the Watershed staff to conduct land stewardship related work. This unit has been approved by the City of Columbus, Fleet Management Division and will replace BT05562.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 (RFQ029111). Nineteen (19) vendors were solicited and two (2) bids (MAJ) were received and opened on November 27, 2024. The Division of Water recommends the award be made to William E. Munson Company dba Munson Boats as the lowest responsive and responsible and best bidder. The award amount for this equipment is $255,453.00.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, a Work Boat is required by the Division of Water, Watershed; and
WHEREAS, the Purchasing Office opened formal bids on November 27, 2024 for the purchase of a Work Boat for the Division of Water; and
WHEREAS, the equipment replaces BT05562 and this purchase has been approved by Fleet Management, and
WHEREAS, this ordinance authorizes the expenditure of $255,453.00, or so much thereof as may be needed, for the purchase of a Work Boat from the Land Stewardship Fund; and
WHEREAS, it has become necessary in the usual daily operation in the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with William E. Munson Company dba Munson Boats in accordance with Solicitation Number: RFQ029111 on file in the Purchasing Office, for the preservation of public health, peace, property and safety; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to establish a contract with William E. Munson Company dba Munson Boats, 15806 Preston Place, Burlington, WA 98233, for the purchase of a Work Boat.
SECTION 2. That the expenditure of $255,453.00 or as much thereof as may be needed, is hereby authorized in Fund 2223 (Land Stewardship Fund); in object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
