Explanation
BACKGROUND: In order to allow Community Development for All People to pursue housing development on land adjacent to the former Shottenstein Departments Store site on Parsons Avenue, it is necessary to accept a portion of the site into the City Land Bank and to authorize the Director of Development to enter into an option agreement. The option agreement will allow Community Development for All People, a non-profit community development organization, the opportunity to seek funding for a cooperative housing project. The parcels know as Lot 81, Barthman Avenue (010-038969); Lot 80, Barthman Avenue (010-006808); Lot 79, Barthman Avenue (010-026703); Lot 78, Barthman Avenue (010-026702); Lot 77, Barthman Avenue (010-011538); Lot 57, Reeb Avenue (010-025654); Lot 56, Reeb Avenue (010-034861); 363 Reeb Avenue (010-066838); 345 Reeb Avenue (010-017962); and 1886-1888 S. Washington Avenue (010-017613) will be held in the City's Land Bank and managed in accordance with the policies and procedures of the Land Reutilization Program. The transfer will be contingent upon Community Development for All People obtaining appropriate financing, zoning, environmental review, and subsequent City Council approval of the transfer.
FISCAL IMPACT: No funding is required for this legislation. The maintenance of these parcels will be provided by universal contracts and/or bidding process.
Title
To authorize the acceptance of 10 parcels of land to be held in the Land Bank inventory and managed in accordance with the policies and procedures of the Land Reutilization Program; and to authorize the Director of the Department of Development to enter into an option agreement with Community Development for All People for the sale of said property.
Body
WHEREAS, the acceptance of 10 parcels which have been acquired pursuant to Section 5722.06 for this program meets the Land Reutilization Program's Disposition Policies and Guiding Principles and has been approved; and
WHEREAS, under 5722.07 "fair market value" means the appraised value of the nonproductive land made with reference to such redevelopment and reutilization restrictions as may be imposed by the electing subdivision as a condition of sale or as may be otherwise applicable to such land.
WHEREAS, by virtue of said deeds to the City of Columbus Land Bank these deeds will be recorded in the Franklin County, Ohio Recorder's Office; and
WHEREAS, the City desires to accept the deeds for said properties which will be held in the Land Bank Program and managed in accordance with the Land Reutilization Program's policies and procedures and enter into an option agreement with Community Development for All People; and
WHEREAS, the option agreement will allow Community Development for All People, a non-profit community development organization, the opportunity to seek funding for a cooperative housing project; and
WHEREAS, the transfer will be contingent upon Community Development for All People obtaining appropriate financing, zoning, environmental review, and subsequent City Council approval of the transfer; now, therefore,

Section 3. That Council hereby finds that the selection process utilized in this matter is in accordance with the Land Bank Acceptance Process created pursuant to the City's Land Reutilization Program and hereby approves the same.
Section 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
