Explanation
This legislation authorizes the Director of the Department of Finance and Management to appropriate Emergency Shelter Grant (ESG) funds in the amount of $286,322.00, received from the Department of Housing and Urban Development, for the provision of homeless services and to enter into a contract with the Community Shelter Board, Inc. (CSB) (Contract Compliance Number 31-1181284) for the administration of the City's Emergency Shelter Grant monies. The application for these funds was approved by council on November 6, 2006 as part of the 2007 City of Columbus Consolidated Plan Action Plan. The CSB will disburse the funds to various providers of services to the homeless, and will monitor those provider activities. The CSB has been selected because of their history with the city and the homeless community in the coordination of emergency shelter services as well as the CSB's established administrative procedures to effectively implement such services.
This legislation is submitted as an emergency so that the homeless services can be provided in an effective and timely manner.
The 2007 allocation is an increase of $1,804.00 over last years funding level. This represents the first increase in ESG funding to the City since 1998. The City also provides funding to the Community Shelter Board from the General Fund and Community Development Block Grant budgets.

To authorize the Director of the Department of Finance and Management to appropriate $286,322.00 from the General Government Grant Fund, to enter into a contract with the Community Shelter Board for the provision of homeless services and to declare an emergency. ($286,322.00)
Body
WHEREAS, the City has received $286,322.00 in Emergency Shelter Grant funds from HUD under the Stewart-McKinney Act-Emergency Shelter Grant Program for the provision of support services to the homeless; and
WHEREAS, the Director of the Department of Finance and Management desires to enter into a contract with the Community Shelter Board, Inc. to disburse the funds to various homeless services providers; and
WHEREAS, an emergency exists in the usual daily operation of the Deparment of Finance and Management in that it is immediately necessary to enter into a contract with the Community Shelter Board, Inc. in order to ensure continued provision of services to the homeless; Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from the unappropriated balance of the General Government Grant Fund, Fund 220 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the year ending Decemer 31, 2007, the sum of $286,322.00 is hereby appropriated to the Department of Finance and Management as follows: Department No. 45-01, Fund Number 220, Object Level One 3, Object Level Three 3337, OCA Code 457084, Grant No. 458084.
SECTION 2. That the Director of the Department of Finance and Management is hereby authorized to enter into a contract with the Community Shelter Board to administer the City's Emergency Shelter Grant funds for the provision of services to the homeless.
SECTION 3. That this contract is awarded pursuant to Section 329.15 of the Columbus City Code, 1959, as amended.
SECTION 4. That the sum of $286,322.00, or so much thereof as may be necessary, is herby authorized to be expended form the Deparment of Finance and Management as follows: Department No. 45-01, Fund Number 220, Object Level One 3, Object Level Three 3337, OCA Code 457084, Grant No. 458084.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
