Explanation
1. BACKGROUND
This ordinance authorizes the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the Universal Term Contract for the Dorrian Green Parking Garage Repair located at 50 Belle Street, Columbus, Ohio 43215, for the Department of Public Service, Division of Mobility and Parking Services.
The Department of Public Service, Division of Mobility and Parking Services is responsible for maintaining safety of the above noted parking garage, that is in need of repairs. Work includes construction of extensions of the north and south stair enclosures, park level air intake and vents, and of cap and flashing over the visible sheet pile wall at the parking garage vehicle entrance ramp as well as preparation to complete the work. Extensions of the stair enclosures will consist of structural steel, storefront system with spandrel glass and fixed aluminum louvers, and membrane roof over the support structure. New work will blend into and match the existing appearance of stair enclosure. New work at remaining park level air intakes and vent enclosures will consist of cast-in-place concrete pilasters and fixed aluminum louvers with a cast-in-place concrete roof sloped for drainage. New work at the vehicle ramp will include framed construction supporting metal panel, integral gutter, and flashing required to divert rainwater onto vehicle ramp for improved drainage of the parking facility.
The City has a multiple year Universal Term Contract established for this type of renovation under RFQ028293 with four vendors: 2K General Co., Marker Inc., Old Fashioned LLC, and The Righter Co., Inc. All four vendors were invited to bid on the project. An optional walk through was held July 30, 2026, and the selected consultant, The Righter Co., Inc., was in attendance.
Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against The Righter Co., Inc.
2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for The Righter Co. is CC004433 and expires 10/3/2027.
3. FISCAL IMPACT
Funds are budgeted and available for this expenditure from the Mobility Operating Fund, Fund 6500.
4. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation so that the time-sensitive quote is valid and the necessary concrete can be poured and then cured during ideal weather conditions to ensure superior results and protect against accidents and rework due to inferior concrete.

To authorize the Director of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the Dorrian Green Parking Garage Repair, with The Righter Co., Inc.; to authorize the expenditure of up to $244,700.00 from the Mobility Operating Fund; and to declare an emergency. WHEREAS, the Department of Public Service, Division of Mobility and Parking Services, is responsible for maintaining the safety for the above noted parking garage; and
WHEREAS, the Purchasing Office established PA007977 with The Righter Co., Inc.; and
WHEREAS, the Division of Mobility and Parking Services desires to enter into contract for the Dorrian Green Parking Garage Repair; and
WHEREAS, the Director of Finance and Management will associate all general budget reservations with the appropriate universal term contracts with The Righter Co., Inc. in accordance with the terms, conditions and specifications of PA007977 on file in the Purchasing Office; and
WHEREAS, it is necessary to authorize the expenditure of up to $244,700.00 with The Righter Co., Inc. for the Dorrian Green Parking Garage Repair; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Service in that it is immediately necessary to authorize the Director of Finance and Management to associate all general budget reservations with the appropriate universal term contract with The Righter Co., Inc., while the time-sensitive quote is valid and concrete can be poured and then cured during ideal weather conditions to ensure superior results and protect against accidents and rework due to inferior concrete, so that repairs can be completed, thereby preserving the public health, peace, property, safety, and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. City Council authorizes the expenditure of more than $100,000.00 with The Righter Co., Inc. on Universal Term Contract, PA007977, Building and maintenance and repair services.
SECTION 2. That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for repairs at the Dorrian Green Parking Garage for the Department of Public Service, Divisions of Mobility and Parking Services.
SECTION 3. That the expenditure of $244,700.00, or as much thereof as may be necessary, is hereby authorized in Fund 6500 (Mobility Operating Fund), Dept-Div 5906 (Division of Mobility and Parking Services) in Object Class 03 (Professional Services) per the account codes in the attachment to this ordinance.
SECTION 4. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance is hereby declared an emergency measure, which shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
