Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to renew and modify a custodial services contract with K & M Kleening Service, Inc. at the Fire Training Academy, 3639 Parsons Avenue; Fire Training Building, 3675 Parsons Avenue; and the Practical Skills Building, 3633 Parsons Avenue.  The original contract was formally bid and approved by Ordinance No. 0208-2008, passed February 25, 2008, with four one-year renewal options.   This is the third of four renewal options for the period of March 1, 2011 through February 28, 2012.
 
A modification is necessary to provide funding for custodial services at the Practical Skills Building, which was constructed subsequent to the original contract.  K & M Kleening has been the service provider for the professional custodial services at the Fire Training Academy and Fire Training Building for the last three years.   Therefore, it would not be in the best interest of the City to re-bid this contract.  Prices already established in the contract were used to determine the cost of this modification.   
 
Emergency action is requested so that custodial services may continue without interruption, thereby ensuring the cleanliness of the buildings.  Earlier legislation was not possible because of the 2011 legislation schedule.  
 
Fiscal Impact:  The Facilities Management Division budgeted $144,507.33 for custodial services at the Fire Training Academy, Fire Training Building, and the Practical Skills Building in the 2011 General Fund Budget.  The cost of the custodial contract in 2010 was $86,260.75, which didn't include the Practical Skills Building.  An additional amount was budgeted in the 2011 General Budget for cleaning of this building.   The total cost of this contract is $144,507.33.

To authorize the Finance and Management Director to renew and modify a contract for the Facilities Management Division with K & M Kleening Service, Inc. for custodial services at the Fire Training complex on Parsons Avenue; to authorize the expenditure of $144,507.33 from the General Fund; and to declare an emergency.  ($144,507.33)

WHEREAS, the original contract for custodial services at the Fire Training complex was authorized by Ordinance No. 0208-2008, passed February 25, 2008; and
 
WHEREAS, there are four one-year renewal options and it is the recommendation of the Facilities Management Division to exercise the third of these renewals; and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to authorize the Finance and Management Director to renew and modify a contract with K & M Kleening Service, Inc.  for custodial services at the Fire Training complex on Parsons Avenue, so the custodial services are not disrupted; thereby preserving the public health, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to renew and modify a contract for the Facilities Management Division with K & M Kleening Service, Inc. for custodial services at the Fire Training Academy, 3639 Parsons Avenue; Fire Training Building, 3675 Parsons Avenue; and the Practical Skills Building, 3633 Parsons Avenue.
 
SECTION 2.  That the expenditure of $144,507.33, or so much thereof as may be necessary in regard to the action authorized in SECTION1, be and is hereby authorized and approved as follows:

SECTION 3.  That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
