Explanation

 

BACKGROUND:  To authorize the Director of Finance and Management to enter into a contract with Crescent Electric Supply Company for the engineering, purchase, and installation of ATV630 Type D55N4 variable frequency drives to retrofit obsolete drives on the return activated sludge pumps and removing the 18 pulse equipment at the Division of Sewerage and Drainage, Jackson Pike Wastewater Treatment Plant.

  

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ025344). Ninety-two (92) vendors (5 EBE, 5 MBE, 1 MBE/VBE, 1 MBE/WBE, 2 WBE, 78 MAJ) were solicited and one (1) majority bid was received and opened on August 3, 2023. 

 

After a review of the bid, the Division of Sewerage and Drainage recommends an award be made for all items to Crescent Electric Supply Company in the amount of $59,905.37 as the only, responsive and responsible bidder.

 

SUPPLIER:  Crescent Electric Supply Company, Vendor#012052, CC# expires 1/23/25, Majority Status

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

Body

 

WHEREAS, the Jackson Pike Wastewater Treatment Plant has existing equipment that is nearing the end of its service life cycle; and

 

WHEREAS, the Purchasing Office opened formal bids on August 3, 2023 for engineering, purchase, and installation of ATV630 Type D55N4 variable frequency drives to retrofit obsolete drives on the return activated sludge pumps and removing the 18 pulse equipment; and

 

WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the only responsive and responsible bidder, Crescent Electric Supply Company; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $59,905.37 from the Sanitary Sewer Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Crescent Electric Supply Company, in accordance with the terms, conditions and specifications of Solicitation Number: RFQ025344 on file in the Purchasing Office; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to enter into a contract with Crescent Electric Supply Company for the engineering, purchase, and installation of ATV630 Type D55N4 variable frequency drives to retrofit obsolete drives on the return activated sludge pumps and removing the 18 pulse equipment for the Division of Sewerage and Drainage, in accordance with RFQ025344 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $59,905.37, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sanitary Sewer Operating), in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
