Title: To authorize the appropriation of $20,000.00 within the Neighborhood Initiatives Fund; to authorize the Director of Recreation and Parks to enter into an agreement with Habitat for Humanity, Columbus Ohio, the fiscal agent for Carl Lee Family Services Council (FSC), for the KaBOOM! playground build in the Milo-Grogan west community; to authorize the expenditure of $20,000.00 from the Neighborhood Initiatives Fund; and to declare an emergency. ($20,000.00).
Explanation
Background:
To authorize the Director of Recreation and Parks to enter into a grant agreement with Habitat for Humanity, Columbus Ohio, the fiscal agent for Carl Lee Family Services Council (FSC) in the amount of $20,000.00 for the construction of a playground in the Milo-Grogan West community.
 
The Carl Lee Family Services Council wishes to build a playground accessible to the public at 620 Gibbard Ave. in the Milo-Grogan community. They have obtained a grant from KaBOOM in the amount of $15,000.00 and other funds in the amount of $8,500.00 for the project including a Neighborhood Partnership Grant from the Columbus Foundation and a donation from Habitat for Humanity. The city wishes to provide a grant in the amount of $20,000.00 toward the playground project. Total project cost is $43,500.00. The playground will be a community build and will involve area residents in the construction of the equipment.
 
The proposed playground is in an underserved area of the community and will provide access to play equipment for area residents. The playground will be maintained by the Carl Lee Family Services Council and will remain free and open to the public.

Emergency Justification:
The playground needs to be completed by August 30, 2014 per the funding agreement with KaBOOM.

This appropriation and expenditure of $20,000.00 from the Neighborhood Initiatives Fund is budgeted for this project.

Body
WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with the Habitat for Humanity in the amount of $20,000.00 for the KaBOOM playground build in the Milo-Grogan west community; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to enter into contract with Habitat for Humanity to adhere the terms of the KaBOOM grant and build the playground before August 30, 2014, thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That from the unappropriated monies in the Neighborhood Initiatives Fund 018, and from all monies estimated to come into said fund from any and all sources ending December 31, 2014, the sum of $20,000.00 is hereby appropriated to the Department of Recreation and Parks, Division 51-01, Objet Level Three - 3337, OCA 512851.
 
SECTION 2.  That the Director of Recreation and Parks be and is hereby authorized and directed to enter into an agreement with the Habitat for Humanity in the amount of $20,000.00.
 
SECTION 3.  That the expenditure of $20,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Fund 285, as follows:

Initiatives
 
SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
