Explanation
Background:
-This ordinance will enable the Director of the Office of Education to accept a grant, enter into an agreement with SBC, and provide for the appropriation of said funds to the Education Private Grant Fund No. 291.
-Private grant funding will be used in connection with community based technology initiatives of the City of Columbus. These particular dollars will purchase mobile community classroom lap top computers.
-The goals of the community based technology initiatives are: (1) To provide the availability of technology in a community based setting; and, (2) to improve the quality of technological access for the citizens of Columbus.
Fiscal Impact:
-$10,000.00 in private grant funding will be used for mobile community classroom lap top computers.
-This ordinance will be to reduce the Education Private Grant Fund No. 291 unappropriated balance by $10,000.00
-The expenditure of $10,000.00 is budgeted in the Education Private Grant Fund No. 291.

To authorize and direct the Director of the Office of Education to accept a grant in the amount of $10,000.00 and enter into an agreement with SBC for funding to purchase mobile community classroom lap top computers, to authorize an appropriation of $10,000.00 from the unappropriated balance of the Education Private Grant Fund No. 291 to the Office of Education.($10,000.00)

WHEREAS, SBC has awarded the City of Columbus, Office of Education, a grant to purchase mobile community classroom lap top computers; and,
WHEREAS, it is necessary to accept said grant and appropriate said funds; now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Director of the Office of Education be and is hereby authorized and directed to accept a grant in the amounts of $10,000.00 and enter into an agreement with SBC for the purchase of mobile community classroom lap top computers.
Section 2. That from the unappropriated monies in the Education Private Grant Fund No. 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2003, the sum of $10,000.00 is appropriated to the Office of Education Department No.40-04, as follows:

Section 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of the Office of Education, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
