Explanation

This ordinance enacts a new chapter of the Columbus City Codes to create the Commission on Immigrant and Refugee Affairs.

 

Immigrants and refugees are vibrant and vital to the City of Columbus. Immigrants contribute to the economic development of this city and we have long seen an impact in our historic neighborhoods like German Village, Italian Village, and Hungarian Village. As thousands have resettled and continue to resettle here, they often face barriers or are unable to access resources.

 

The Commission on Immigrant and Refugee Affairs will advise the Council on issues of common concern to immigrants, particularly in the areas of health and human services, education, and the demographic makeup of the Columbus immigrant/refugee community.

 

The Commission on Immigrant and Refugee Affairs will consist of 15 members who are immigrants or refugees or the children of immigrants or refugees.

 

FISCAL IMPACT:  No funding is required for this legislation.

 

Title

To enact Chapter 175 of the Columbus City Codes, to create the Commission on Immigrant and Refugee Affairs.

 

Body

WHEREAS, immigrants and refugees are vibrant and vital to the City of Columbus; and

 

WHEREAS, the Columbus metropolitan area, or Central Ohio, is home to nearly 185,000 immigrants, making up about 8.7% of the population. Between 2014 and 2019, the region's total population grew by 6.4%, with immigrants contributing 26.4% of this growth; and

 

WHEREAS, language and cultural barriers may compromise equal access to government services and program; and

 

WHEREAS, the City Council is working to enhance and improve both the relationship of City government with refugee and immigrant residents, and access to City services and resources for these communities; and

 

WHEREAS, the City Council will work with the Department of Neighborhoods to support the Commission; and

 

WHEREAS, Columbus City Council desires to take proactive steps to strengthen ongoing efforts to address existing and emerging needs of immigrant and refugee communities by the creation of the Commission on Immigrant and Refugee Affairs; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Chapter 175 of the Columbus City Codes is hereby enacted per the attachment to this ordinance.

 

SECTION 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
