Background: On January 22, 2001, Council approved ordinance 0112-01 authorizing a six-year contract with Maximus, Inc. for the purpose of providing software support for CourtView 2000, the Municipal Court Clerk's case management system.
This ordinance authorizes and directs the Franklin County Municipal Court Clerk to modify and extend the contract with Maximus, Inc. for an additional four months, commencing April 1, 2007 through July 31, 2007 to provide software support for the Clerk's CourtView 2000 case management system. The additional four months are needed to complete the negotiations for a new software support contract with Maximus, Inc.
This company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
Fiscal Impact: Funds for this budgeted expenditure are available within the Municipal Court Clerk 2007 computer fund appropriations.
Emergency: Emergency legislation is requested to maintain ongoing and uninterrupted software support for the CourtView 2000, the Municipal Court Clerk's case management system.

Whereas, Council approved ordinance 0112-01 on January 22, 2001 to establish a six year contract with Maximus, Inc. for the CourtView 2000 primary software and secondary web-site software support for the Franklin County Municipal Court Clerk's office; and
Whereas, the six year support contract expires on March 31, 2007; and
Whereas, it is necessary to secure software support for an additional four months commencing April 1, 2007 through July 31, 2007; and,
Whereas, it is necessary to modify and extend of the support contract with Maximus, Inc. to allow the Clerk sufficient time to complete the negotiations for a new support contract with Maximus, Inc.; and
Whereas, it is in the best interest of the City to modify and extend the contract with Maximus, Inc., pursuant 329.16; and
Whereas, an emergency exists in the usual daily operation of the Franklin County Municipal Court Clerk's office, in that it is immediately necessary to modify and extend said contract with Maximus, Inc. to provide for ongoing and uninterrupted software support for the Clerk's case management system, thereby preserving the public health, peace, property, safety, and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Franklin County Municipal Court Clerk be and is hereby authorized to modify and extend the contract for four months commencing from April 1, 2007 through July 31, 2007 with Maximus, Inc. for the CourtView 2000 software support.
Section 2. That the expenditure sum of $65,716.35, or so much as may be necessary, be and is hereby authorized from the Franklin County Municipal Court Clerk computer fund, department 2601, fund 227, subfund 002, oca code 260208, object level 1- 03, object level 3 - 3369.
Section 3. That pursuant to 329.16 of the Columbus City Code, Council finds it in the best interest of the City to modify the contract with Maximus, Inc.
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after if the Mayor neither approves nor vetoes the same.
