Explanation

 

BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with General Temperature Control, Inc. for the Southerly Waste Water Treatment Plant (SWWTP) Sludge Dewatering Building Heating, Ventilation and Air Conditioning (HVAC) Replacement Project, CIP#650265-100102. This project will replace failing HVAC & Air Purification Units and will provide proper environmental controls for essential process equipment, electrical equipment, furnishings, structures and documents.  The replacement units will help to extend the useful life of the building and all equipment inside and inhibit deterioration.

PROJECT TIMELINE: Contract work is required to be completed in a manner acceptable to the City within 180 days from the date that a Notice to Proceed (NTP) is given by the City.

 

PROCUREMENT INFORMATION: The Division advertised for competitive bids submission for the subject services on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Code. The Division of Sewerage and Drainage received one (1) bid on December 11, 2019 from the following company:

General Temperature Control Inc. was awarded the project based on the Bid Tabulation and Quality Factor Form evaluation process results. 

 

EMERGENCY DESIGNATION is not requested for this project.

 

ECONOMIC / ENVIRONMENTAL IMPACT: Updating to a new HVAC unit will provide better energy efficiency, reduced heating cost, and prevent negative impacts from failure of the current units.

FISCAL IMPACT: There is sufficient funding within the Sanitary Sewer General Obligation Bond Fund 6109 for the project expenditure of $648,000.00 and the prevailing wage administrative fee of $2,000.00 to the Department of Public Service.  An amendment to the 2019 Capital Improvement Budget is required to align the authority for these expenditures.

WHEREAS, the Division of Sewerage and Drainage advertised for competitive bids for Southerly Waste Water Treatment Plant Sludge Dewatering Building Heating Ventilation and Air Conditioning Replacement Project, CIP# 650265-100102,, and one (1) bid was received on December 11, 2019; and

 

WHEREAS, it is necessary to fund the prevailing wage administration cost of $2,000.00 to the Department of Public Service; and 

 

WHEREAS, it was determined that General Temperature Control, Inc. should be awarded the project based on the results of the Bid Tabulation and Quality Factor Form evaluation; and 

 

WHEREAS, it is necessary to authorize the expenditure of up to $648,000.00 from the Sanitary Sewer General Obligation Bond Fund 6109 for the project construction; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $2,000.00 from the Sanitary Sewer General Obligation Bond Fund 6109 for the prevailing wage administration costs to the Department of Public Service; and

 

WHEREAS, it is necessary to authorize the amendment to the 2019 Capital Improvements Budget to provide sufficient budget authority; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, to authorize the Director to enter into a construction contract with General Temperature Control, Inc., for the Southerly Waste Water Treatment Plant Sludge Dewatering Building HVAC Project, CIP# 650265- 100102, for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Public Utilities is hereby authorized to enter into a construction contract with General Temperature Control for the SWWTP Sludge Dewatering Building HVAC Project, CIP# 650265- 100102 in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage and Drainage.

 

SECTION 2. That the expenditure of up to $650,000.00 or as may be needed, including $2,000 prevailing wage administration costs to the Department of Public Service, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the 2019 Capital Improvements Budget is hereby amended as follows:

SECTION 4. That the said firm, General Temperature Control, Inc., shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 5. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 6. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts of contract modifications associated with this ordinance.

 

SECTION 8. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
