Explanation
 
BACKGROUND:
 
Need: An additional appropriation and a transfer of the current remaining appropriation is needed to make the final expenditures for the Federal Fiscal Year (FY03) Local Law Enforcement Block Grant (LLEBG). The purpose of the LLEBG program is to provide units of local government with funds to underwrite projects to reduce crime and improve public safety. Ongoing LLEBG projects include mobile data transmission (MDT) for police cruisers and computerization of the records management system. These projects require specialized computer supplies to maintain, repair and replace parts of the system equipment. This technology improves information availability within the Division and increases Division efficiency.
 
Emergency Designation: Emergency legislation is necessary to make these final grant funds available before the grant expenditure deadline in November 2005.
 
FISCAL IMPACT:
 
There is no impact on the City General Fund Account. The appropriated funds will come from the grant award and any interest income accrued by them.

Body
 
WHEREAS, the City of Columbus Division of Police has received funding through a FY03 Local Law Enforcement Block Grant award; and
 
WHEREAS, because the Local Law Enforcement Block Grant projects have an immediate need for funds to continue purchasing specialized computer supplies and parts to maintain, repair and replace parts of the computerized system equipment, this ordinance is being submitted as an emergency measure; and
 
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize an additional appropriation and the transfer of funds within the object levels for the FY03 Local Law Enforcement Block Grant for the purchase of flat screen monitors from an existing city's UTC for the preservation of the public health, peace, property, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That from the unappropriated monies in the FY03 Local Law Enforcement Block Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project period the sum of $5,000.00 is appropriated as follows:

Section 2. That the City Auditor be and is hereby authorized and directed to transfer $1,539.55 as follows:

Section 3. That the monies appropriated in the foregoing Section 1 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
