Explanation
BACKGROUND: This ordinance authorizes the appropriation of $178,371.12 and the expenditure of $48,371.12 from the Community Development Block Grant Fund (CDBG) to be used for CDBG eligible relocation activities and the continuation of the Chores home repair program.
Ordinance 0170-02 authorized the expenditure of $2,895,000 in CDBG funds for the provision of loans and grants under the Affordable Housing Opportunity Fund for projects that preserve and increase the local supply of decent, safe, sanitary and affordable housing for low-income families. An unspent balance of $178,371.12 remains. This legislation will allow those unspent funds to be used in other needed areas.
Emergency action is requested so that the monies can be utilized immediately for relocation activities and the continuation of the Chores home repair program.
FISCAL IMPACT: This legislation authorizes the appropriation of the full balance of $178,371.12 and the expenditure of $48,371.12 to be used for CDBG eligible relocation activities. Separate legislation will be submitted to authorize the Chores program contracts and to expend the remaining $130,000 in funds appropriated herein.

WHEREAS, Ordinance 0170-02 authorized the expenditure of $2,895,000 in CDBG funds for the provision of loans and grants under the Affordable Housing Opportunity Fund for projects that preserve and increase the local supply of decent, safe, sanitary and affordable housing for low-income families; and
WHEREAS, an unspent balance of $178,371.12 remains; and
WHEREAS, this ordinance authorizes the appropriation of $178,371.12 and the expenditure of $48,371.12 to provide funding for relocation activities; and
WHEREAS, separate legislation will be submitted to authorize the Chores program contracts and to expend the remaining $130,000 in funds appropriated herein; and
WHEREAS, emergency action is requested so that the monies can be utilized immediately for relocation activities and the continuation of the Chores home repair program; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to authorize these actions thereby preserving the public health, peace, property, safety and welfare; and, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to appropriate $178,371.12 to the Department of Development, Division No. 44-10, Community Development Block Grant Fund, Fund 248, Subfund 248001, Object Level One 03, OCA Code 441009 as follows:

Section 2. That the expenditure of $48,371.12 or so much thereof as may be necessary, is hereby authorized from the Department of Development, Division 44-10, Fund 248, Subfund 248001, Object Level One 03, Object Level Three 3525, OCA Code 441009.
Section 3. That for the reasons stated in the preamble thereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
