Title: To authorize and direct the Director of Recreation and Parks to grant consent to Bat-N-Rouge Charity Softball Game, Wellness Community of Greater Columbus, PBJ Connections, and Friends of the Lower Olentangy Watershed to apply for permission to sell alcoholic beverages at their 2010 Waterfire events, and to declare an emergency.
Explanation

This ordinance will grant permission to the following groups to apply for a temporary liquor permit authorizing the sale of alcoholic beverages at their special events to be held during 2010:

Columbus Softball Association for Bat-N-Rouge Charity Softball Game, June 20.
Wellness Community of Greater Columbus for Waterfire Columbus, June 25.
PBJ Connections for Waterfire Columbus, July 10.
Friends of the Lower Olentangy Watershed for Waterfire Columbus on July 30.

These organizations wish to sell alcoholic beverages to eligible patrons on city streets and city property to be used for the events. There were no reports of public intoxication at these events last year.

The City of Columbus, acting by and through its Director of Recreation and Parks, is required to grant approval to the organizer of this event so they may obtain the required permit from the Ohio Department of Commerce, Division of Liquor Control.

To authorize and direct the Director of Recreation and Parks to grant consent to Bat-N-Rouge Charity Softball Game, Wellness Community of Greater Columbus, PBJ Connections, and Friends of the Lower Olentangy Watershed to apply for permission to sell alcoholic beverages at their 2010 Waterfire events, and to declare an emergency.

Body

WHEREAS, the following special events will take place during 2010:

Columbus Softball Association for Bat-N-Rouge Charity Softball Game, June 20.
Wellness Community of Greater Columbus for Waterfire Columbus, June 25.
PBJ Connections for Waterfire Columbus, July 10.
Friends of the Lower Olentangy Watershed for Waterfire Columbus on July 30.


WHEREAS, following precedent, the organizers of these events wish to sell alcoholic beverages at said events; and

WHEREAS, to this end, permission from the City of Columbus is required as it is the property owner involved; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to allow organizers to apply for a temporary liquor permit in compliance with State requirements;
NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to grant consent on behalf of the City of Columbus to the Columbus Softball Association and Waterfire to apply for the appropriate liquor permits to enable the non-profit groups to sell alcoholic beverages during the hours specified in said permits and at specified locations during their 2010 special events.

SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
