Explanation
Ordinance 0099-2013 authorized the acceptance of the 2013 VAWA Stalking Investigator Grant #2012-WF-VA6-V520 from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs; the appropriation of the grant funds; and the transfer and appropriation of matching funds.
This ordinance will authorize the City Attorney to enter into a contract with Secure Investigative Solutions LLC for the services of a stalking investigator who will assist victims and fill a liaison role with police departments within Franklin County, sharing information and maintaining data collection on stalking suspects. This ordinance will further authorize the expenditure of funds for services rendered under the contract and waive competitive procurement provisions.

To authorize the City Attorney to enter into a contract with Secure Investigative Solutions LLC for the services of a stalking investigator for the City Attorney's Office; to authorize the appropriation of matching general funds in the amount of Fourteen Thousand Six Hundred Sixty-seven Dollars; to authorize the expenditure of an amount not to exceed Fifty-eight Thousand Six Hundred Sixty-seven Dollars for services rendered pursuant thereto; to waive the competitive procurement provisions of the Columbus City Codes; and to declare an emergency. WHEREAS, Ordinance 0099-2013 authorized the City Attorney to accept the 2013 VAWA Stalking Investigator Grant, #2012-WF-VA6-V520 from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs and authorized the appropriation of grant and matching funds; and
WHEREAS, the City Attorney would like to enter into a contract with Secure Investigative Solutions LLC for the services of a stalking investigator pursuant to said grant award; and
WHEREAS, in order to provide stalking investigative services to the public as soon as possible it is necessary to waive the purchasing procurement provisions of the Columbus City Code as they apply to this contract; and,
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office in that it is immediately necessary to authorize such agreement, expenditure of funds and waiver in order that the services supported commence as soon as possible and for the preservation of the pubic health, peace, property, safety and welfare; and, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Attorney is hereby authorized to enter into a contract with Secure Investigative Solutions LLC to provide a stalking investigator to assist in the investigation of stalking cases, and other related services as set forth in the contract, for the maximum contract amount of Fifty-eight Thousand Six Hundred Sixty-seven Dollars ($58,667.00).
SECTION 2. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of Fourteen Thousand Six Hundred Sixty-seven Dollars ($14,667.00) is appropriated as follows: department 2401, fund 220, 2013 VAWA Stalking Investigator Grant, grant number 241301, organizational cost account 241301, object level three 3336.
SECTION 3. That for the purposes stated in Section 1, the expenditure of Fifty-eight Thousand Six Hundred Sixty-seven Dollars ($58,667.00), is hereby authorized as follows: department 2401, 2013 VAWA Stalking Investigator Grant, grant number 241301, fund number 220, organizational cost account 241301, object level three 3336.
SECTION 4. That the provisions of Columbus City Codes Chapter 329 relative to the procurement of professional services are hereby waived.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
