Title: To authorize and direct the City Auditor to modify the existing contract with First Data Government Solutions for the enhancement of the e-payment processing application currently in use by the Income Tax Division; to authorize and direct the City Auditor to transfer funds within the General Permanent Improvement Fund 748; to authorize the expenditure of $25,040 from the General Permanent Improvement Fund 748; and to declare an emergency ($25,040).

Explanation

 

Background:

The Division of Income Tax has successfully initiated its E-file/E-pay application through First Data Government Solutions.  Taxpayer use of the application has resulted in the identification of several enhancements to various aspects of the application, which will benefit taxpayers and the Division. These enhancements will also enable a larger number of taxpayers to use the application.  

 

Fiscal Impact:

$12,920 from AC022840-1, fund 750, project no. 470034 is available, in addition a request to transfer $25,040 from fund 748, project 748999 to fund 748, project 470034 for a total of $37,960 for e-file/e-payment modifications. 

 

Title

 

To authorize and direct the City Auditor to modify the existing contract with First Data Government Solutions for the enhancement of the e-payment processing application currently in use by the Income Tax Division; to authorize and direct the City Auditor to transfer funds within the General Permanent Improvement Fund 748; to authorize the expenditure of $25,040 from the General Permanent Improvement Fund 748; and to declare an emergency ($25,040).

 

Body

 

WHEREAS, by providing enhancements to the existing e-payment processing system, the Division of Income Tax, Office of the Auditor will be able to offer the application to a greater number of taxpayers as well as improve the experience of taxpayers using the application, and 

 

WHEREAS, it is immediately necessary to enter into a contract for the development and implementation of enhancements to the e-payment processing system to provide expanded and improved service to users at the earliest possible date, thus this ordinance is being submitted as an emergency measure, and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Income Tax, Office of the Auditor in that it is immediately necessary to authorize the City Auditor to enter into a modification of the contract for an amount of $37,960 with First Data Government Solutions for the development and implementation of enhancements to the e-payment system for the preservation of the public health, peace, property, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the City Auditor be and is hereby authorized to modify the contract EL004631with First Data Government Solutions for the development and implementation of enhancements to the e-payment processing system. Ordinance 1348-2004 established the E-payment engine for Income Tax in the amount of $127,080.  This modification will increase by $37,960 for a total of $165,040. 

 

Section 2.  That the City Auditor is hereby authorized  to direct the appropriation and  transfer of $25,040 within the General Permanent Improvement from Fund 748, dept 22, project number 748999Unallocated, OCA 999748, OL3 6600 to dept 22,  project number  470034 Income Tax E-payment, OCA 748750, OL3 6600 engine for this project enhancement.

 

Section 3.  That the expenditure of the remaining $12,920 on AC022840, set aside for Income Tax E-payment in Ord 1348-2004 but not needed for the original contract, will also be used for this contract modification.

Section 5.  That for reasons stated in the preamble hereto, which is made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
