Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into contract for Refractory and Thermal Systems Maintenance Services for the Division of Sewerage and Drainage. This contract was bid on June 20, 2007, and is proposed as a multi-year contract with incremental funding, approximately annually, as stated in the Bidding Documents.
B. Procurement History. This procurement has been conducted in accordance with the requirements for competitive sealed bidding in Section 329, Columbus City Codes, 1959. An Invitation For Bidders (IFB) was published electronically and in the "City Bulletin" on June 2 and 9, 2007. A required Pre-Bid Meeting was held on June 13, 2007. Two sets of Bidding Documents were obtained by prospective Bidders, and one Bid was received on June 20, 2007, as follows:

C. Recommended Contract Award. Award is recommended to Adrian L. Wallick Company of Columbus, Ohio, who is the lowest Responsive and Responsible and Best Bidder.

2. FISCAL IMPACT: The FY2007 Budget allocates sufficient funds for this contract. Amounts appropriated for this purpose in recent years are as follows:

3. PROJECT LOCATION:
This project involves the Division's waste water treatment facilities: The Jackson Pike and Southerly Wastewater Treatment Plants.

To authorize the Director of Public Utilities to contract with Adrian L. Wallick Company for Refractory and Thermal Systems Maintenance Services, for the Division of Sewerage and Drainage; and to authorize the expenditure of $695,168.00 from the Sewerage System Operating Fund ($695,168.00).
Body
WHEREAS, bids for Refractory and Thermal Systems Maintenance Services for the Division of Sewerage and Drainage were received by the Director of Public Utilities on June 20, 2007; and
WHEREAS, the bids received have now been reviewed and a recommendation for award has been made; and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into contract with Adrian L. Wallick Company for Refractory and Thermal Systems Maintenance Services, in order to provide for the proper maintenance of operational facilities of the Division of Sewerage and Drainage; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be, and hereby is, authorized to contract with Adrian L. Wallick Company, 1013 Gahanna Parkway, Columbus OH 43230, for Refractory and Thermal Systems Maintenance Services for the Division of Sewerage and Drainage, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.
Section 2. That the said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
Section 3. That the expenditure of $695,168.00, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, Department 60-05, to pay the cost of this contract, as follows:
