Explanation
This ordinance authorizes amendments to Columbus City Codes, Title 11, Water, Sewer and Electricity Code, Article I. Water, to remove any language that references electricity service.
This ordinance also authorizes amendments to Chapter 1163 of Article V. Electricity, and the enactment of new Chapters 1160, 1162, and 1167 pertaining to electricity services and related charges, as follows:
Change language to shorten the duration from delinquency turn off notification to actual turn off from 21 days to 14 days.
Update and clarify service charges for electricity service.
Add language to make property owners liable for all electric charges incurred for service at properties.
Add language to permit the implementation of a tenant direct billing process to allow the direct billing of tenants.
Fiscal Impact: The proposed changes to water special charges will increase 2011 electricity enterprise revenue.
Title
To amend various Sections of Title 11, Water, Sewer and Electricity Code, Article I. Water, and Article V. Electricity, of the Columbus City Codes, 1959; to enact new Chapters 1160, 1162, and 1167 and new Sections in Chapter 1163 pertaining to electricity service and charges; and to repeal the existing Sections being amended.

WHEREAS, it is necessary to amend various sections of the Columbus City Code, Title ll, Water, Sewer and Electricity Code, Article I. Water, to remove any language that references electricity service and relocate the removed language to Title ll, Article V. Electricity, and
WHEREAS, it is necessary to enact new Chapters 1160, 1162, and 1167 and to amend various sections of the Columbus City Code, Title 11, Water, Sewer and Electricity Code, Article V. Electricity, to update and clarify service charges for electricity service; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That various sections of Title 11, Water, Sewer and Electricity Code, Article I. Water, of Columbus City Codes, 1959, be and is hereby amended to read as follows:

SECTION 4. That Section 1163.19 of Title 11, Water, Sewer and Electricity Code, Article V Electricity, Chapter 1163, of Columbus City Code, 1959, be and is hereby amended to read as follows:

SECTION 5. That existing Sections 1101.01, 1101.02, 1101,03, 1101.04, 1101.06, 1101.07, 1103.01, 1105.01, 1105.045, 1105.09, 1105.10, 1105.12, 1105.14, 1105.15, 1109.01, 1113.01 and 1163.19 of the Columbus City Codes, 1959, be and are hereby repealed.
SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
